Show - Puff MilUrd County s Thurs Sept USPS I 1988 sn ROLLINS ENVIRONMENTAL SERVICES (UT) INC AIR QUALITY ISSUES we wrote last week we plan to regularly inform the people of Millard County about some of the more important issues related to the permitting and operation of their proposed Utah facility Last week we discussed some of the basic operational employment and financial aspects of the project We reported on materials which will be processed materials which will not be accepted facility construction costs property sizes traffic impacts residuals and landfilling and general air quality conditions This week we will discuss the air quality issue in more detail We are responding directly to questions submitted by Millard County residents As What are the most dangerous and poisonous emissions from the stack? Catherine Hamilton Hinckley A The emissions from the incinerator stack will vary with the types of material being incinerated at any particular time The most toxic emissions expected from the stack will be dioxins but the only minute quantities of Q these materials will be emitted RES has estimated emissions from the facility and determined the air emission rates quality impact based on these At the point of maximum impact it was determined that the concentration of the materials in the gas was well below the allowable limit established by the State The limit established by the State is based on toxicological data developed from people and test animals exposed to these chemicals for many years of their lives The State limit is based on 11 00th of the level determined to be safe for workers exposed to these chemicals in the work place for their entire working career (lifetime exposure) The maximum levels of most chemicals expected from the RES facility is less than 11 00th of the allowable State limit Therefore the maximum concentratoins of most chemicals potentially emitted from the RES facility will be equal to or less than 110000 of the safe lifetime exposure level When the air quality application is completed data for specific chemicals of concern will be available for review by the public Q What would happen if there were a power failure in the kiln during the burning of hazardous Catherine Hamilton Hinckley waste if it were full? The incinerator will be equipped with an emergency generator capable of supplying power to the unit within 30 seconds of a power interruption The system is set up so that it will prevent venting of pollutants from the unit and allow an orderly shutdown until normal power is restored A What toxins and in what concentrations will remain burning? Catherine Hamilton Hinckley A The air quality permit application includes Q after emission rates of toxins which may remain in the off gases The impact of these has been discussed in response to a previous question The ash and solid scrubber residuals will contain very low to levels of organic contaminants and will have substantial levels of metals These metal compounds will be stabilized (immobilized) and placed in an approved and permitted UP&L requests rate reduction Utah Power & Light Co has quested authority from the Utah Public Service Commission to reduce its Utah rates by $19 million beginning on 1988 i September The reduction is made possible by UP&L’s recent efforts to refinance securities that were issued during periods of higher interest rates It is the first of four promised rate reductions that will pass benefits from the refinancing to customers An average residential customer will see his annual bill reduced by about $150 because of this reduction Combined with two unrelated rate reductions previously accomplished this year UP&L’s rates have decreased about 325 percent since January The company has not sought a general rate increase since 1984 Frank N Davis UP&L president and chief executive officer said the latest rate decrease is further evidence commitment of the company’s to reduce energy prices “The electric utility industry is becoming more and more competitive and we are determined to stay ahead of the competition” Mr Davis said we are seeking every op“Therefore portunity to cut costs and lower our I’m happy rates It is our customers to say who will be the greatest beneficiaries of these efforts” All of 1988’s rate decreases are in addition to the 5 to 10 percent rate decrease promised by UP&L in connection with the company’s proposed merger with PacifiCorp Under the merger which has been approved by shareholders and seven UP&L state regulatory commissions would reduce its Utah rates by 2 perAdditional cent immediately rate decreases of 3 to 8 percent would follow over the next four years is now awaiting final apThe merger proval by federal authorities regulatory New organization formed We are pleased to announce the preliminary formation of the Injured Workers Association of Utah a new organization composed of injured workers and other citizens of the state of Utah who are concerned with the problems of handicapped and workers injured in the Because there were over workplace 76000 reported and unreported dustrial accidents and occupational disease cases over the last fiscal year several hundred thousand residents of landfill ' Q Wifi the 'stack emissions affect the agriculture?
