Show Page 4 - Millard County CSPS Thun I Sept' Pgul Cahoon retires back to farming 1988 West Millard History by Ken Rand Paul Cahoon has retired after 26 years as water master of the DMAD Reservoir Company in west Millard County A retirement party was held for Paul 11 Friends and Thursday Aug associates presented him with a plaque to express their “appreciation for the service he had given as a watermaster for 26 years 24 hours a day” When most people retire they make plans to travel a lot or go fishing Not Paul He’s going back to farming something he left 26 years ago to become watermaster “I just decided it was time to pursue farming again full time” Paul said “I used the watermaster job to raise my family and help make my farm payments I have everything paid off now and the kids are all gone and it’s just Mom and I so we’re going to try farming again” He is modest about the 300 acres he owns just south of Delta at Lone Tree corner These two cars were among the first in Delta The horse was not Possible occupants: Blake Blake Mr January and Bob Whicker Photo courtesy of Sylvia Fort Deseret Restoration work on the walls of Norman Tort Deseret has begun Henke organized a work project on August 23 from 7 to 9 a m We appreciate the work Norman did with his backhoe removing tons of dirt to enable workers to reach the volcanic foundation by hand shovels Many thanks to Delta Second Oasis and Deseret for the big help they were of in clearing the volcanic foundation for 2 hours dirt They worked early in the morning The removal of the dirt will help to prevent the erosion of the walls Much help will be needed during the coming months before the cold weather comes again W e hope several groups of people will be able to participate in the restoration work Any help with donated labor and money will be apCall Norman Henke at preciated if you can help with labor Donations can be made at First SecuriUtah to the Fort Bank Delta ty Deseret Restoration Fund horse had to be destroyed and another was injured after being struck bv a pickup truck Sunday evening Patrolman Utah Highway Jeff W hatcott the investigating officer said driver of the pickup truck Carl Robson of Delta was uninjured and there were no passengers The truck sustain cd extensive damage No citations were issued W hatcott said the accident occured at about 730 p m !ijnda when Robson was westbound on US Highway 0 and 6 at the Sower River bridge bet- A Leamington Town Council votes to oppose waste siting On August 10 1988 the members of the Leamington Town Council voted unanimously to oppose the siting of a hazardous waste treatment plant in Lynndyl Utah “We believe the plant should be located no closer than fifty (50) miles from any populated area in Millard County” Jack N traffic accident in Horse destroyed Turner Sylvia ween Delta and Hinckley was in his eyes” Whatcott didn’t see the horses They out in front of him out of pit “The sun said “He just bolted the barrow " The horses belong to Doug Hirschi of Hinckley Dr H Nielsen Delta veterinarian said one horse had to be destroyed but he expects the other to recover “It’s got maybe some long term injuries but it's going to be fine” Nielsen said “The horse has one lame leg but I think a little time will heal it” Nielson Mayor Julie Chase Brook Pace Inez Babb Sylvan Lovell Nielson to speak Representative Ray Nielson will be speaking on the Tax Rollback Initiatives Issue at the next meeting of the AgingHuman Resources Advisory Council on September 8 1988 It will be held at the Salma Senior Center 330 West Main Salina Utah beginning a! 930 a m The public is invited to hear about this important Ballot Issue" “Oh it’s just general agriculture” he said “mostly hay and grain and cattle” Actually he never really left farming Although a watermaster is on call a day Paul managed to get in a little farming between calls “sort of a spare time deal” he said His hours probably won’t change a lot At four or five o’clock in the morning he went to the divider valve north of Delta and opened it to meet the requests made by the farmers in the various irrigation districts passed on to him by the waterm asters of those districts who in turn allocate the water to the individual farms “I was on the head of it” Paul explained “and then Melville Company has one watermaster Deseret has two Abraham one and Delta has two But all of the water they used I turned to them” In the hierarchy of the system Paul answered to River Commissioner Roger Walker who is in charge of water allocation on the lower Sevier River Walker determines how much water downstream irrigation companies get The water is stored at the Yuba Dam north of Scipio and released into the Sevier River for storage at the DMAD Reservoir near the Delta airport where Paul channeled it partly to Gunnison Bend Reservoir and partly through what is called “A” canal where the watermasters of the irrigation companies in turn allocated it to individual farmers The farmers own the system Paul explains it’s like a “In essence” Paul utility company said “f worked for the farm er E very Paul Cahoon watermaster with plaque tion for his years of service to him given in apprecia- to get rid of the water” Paul said “I have to have a place for it” He kept a radio in his truck and a base station in his home to respond to emergency calls “We’d never sit down to a meal or anything but the phone “You’re would ring” Paul said always washing out a ditch or a farmer loses the end of a drain” Or a ditch gets jammed and he gets called out to remove “a dead car or a dead cow or individual who owns water stock is my boss They just paid us for sorting the water out and seeing they got it when they needed it and that it was shut off when they didn’t” There is a standard joke that if farmers wanted to get a good water turn or other preferential treatment from the watermaster all they need do is leave a fifth of good whisky or other spirits at the headgate for the to find “That’s the story that got circulated” Paul said “but I never ever found any” He said maybe he wasn’t doing a good enough job “Either that or somebody was getting there ahead of me” It wouldn’t work anyway Paul said the system he managed doesn’t operate by turns but on a call system While some describe his job as bea day he didn’t actually ing work every hour of the day His chores were opening the primary divider valve when requested and closing it down when the requested amount “It’s not a real had gone through physical job” he said “It’s a lot of mental gymnastics You have to try to balance out what everybody wants” It also takes a lot of planning Paul said it takes about 24 hours from the time he opens the gates until the water he released reaches the end of the whatever” Paul is very proud of the district for which he has worked for 26 years “We have one of the best systems in the western states” he said “We’ve had people from Japan Arabia all over the world come here to study this system These people come to learn and then they take what they pick up here and they take it home with them” will be Leon New watermaster Smith a Delta farmer “They interviewed quite a few people” Paul man and said "Leon is a he has some good qualifications” One of those qualifications is being a farmer “That helps” Paul said “It really does because being a farmer you know the needs of the people that you service” Paul said his wife is “tickled” with his retirement Will he miss it?
