Show s Millard County Business of the Week forcers and the youth became fascinated with the profession “I liked to help people and I just was interested in police work” he remembered from high Following graduation school Roger and Carolyn Young left their native Wisconsin and headed for Lackland Air Force Base in Texas During the next two years they moved from Texas to Chanute Air Force Base in Illinois and on to Nillis Air Force Base in Las Vegas Nevada while Roger completed his military service At the end of the tour of duty the Youngs returned to Madison For the next couple of years Roger worked for his driving semis Finally though he and Carolyn tired of the Wisconsin cold and the long winters and decided to move to a warmer climate They packed up and headed back to Las Vegas Initially Roger worked for about a year and a half in a private security firm in Vegas training canines Next he was hired by the Las Vegas Housing Police Department went Authority through training and attended classes under the jurisdiction of the LV Police Department During this same two year period he served as a reserve officer for the North Las Vegas PD Continuing in police work Roger next was hired by the University of Las Vegas Police Department a position he held for six years The time came for a change of a change of pronot scenery although fession On July 1983 Roger Young began his service to Delta City as a with the Delta Police patrolman Later in March 1985 the Department Delta City Council appointed Roger Chief of Police for the municipality The Chief of Police has specific duties to perform He must plan organize and administer all activities for the police department in law enforcement and crime prevention It is his responsibility to see that the criminal code Utah traffic code federal state and municipal laws are enforced He hires officers when directed to do so assumes responsibility for department purchases and takes care of releases of information to the media The Chief of Police further supervises his officers (At this time there are four police officers working with Roger Young in the city of Delta) The Delta City Police Force is primarily responsible for law enforcement within the city limits However jurisdiction extends beyond the city boundaries when and if the officers are called upon Chief Young explained that Utah State law states that the officers are duly certified and recognized law enforcers charged with upholding the law anywhere in the state deal with all to Wanting fairly citizens of Delta Chief Young periodically becomes frustrated with the attitudes of andor lack of understanding among city residents “The biggest problem I face here in the small community lies with public relations” he said "There are people who appear to think that I can arrest some individuals but that I should not apprehend others due to stature in the community All in all though Deltans have been good and they have been cooperative” As a parent Young Roger understands why parents stand by their children in times of trouble “I think parents should stand by their kids I would’’ he admitted “But it doesn’t do the kids any good to be constantly bailed out of their difficulties” The biggest problem among youth in Delta according to Chief Young is alcohol Putting an end to the problem is difficult because the young people don’t want to reveal their sources nor do they want to “snitch” Although dividuals occasionally refer to “police harassment” when apprehended the chief does not consider harassment to be a problem in Delta “If an officer is singled out the accuser is to sign a written complaint I have an open door policy and I encourage residents to come in and talk” Young explained “If written accusations are submitted I turn them over to the City Attorney An investigation will follow if deemed necessary” The Delta City Police Department offers a variety of services to the community Along with law enforcement there are child programs fingerprinting and record keeping and a ride along program where any in dividual of any age may accompany an officer as he makes his rounds Day care centers have made use of the fingerprinting service and Chief Young states that any parent may bring hisher child in for identification Recently a four boy rode with the chief for two hours gaining a better appreciation of what a policeman's work entails and being treated to an ice cream cone at the conclusion of the excursion! What’s the hardest part of the job for Roger Young? “The most painful experiences for me are cases dealing with andor physical abuse anything where kids are being hurt in some way” And yes there is sponsored by the Utah Chiefs of Police Association The seminars provide an update on problems and legislation in the state and they are held three times a year Roger Young is a member of the Utah Chiefs of Police Association the International Association of Chiefs of Police and the area task force on drugs He is also the and alcohol of the Millard County Association of the American Bowling Congress IF there is free time the local police chief enjoys fishing picnicking and camping with his family and hunting with his sons And there is bowling which is a favorite source of relaxation District Court The plaintiff in the case was George Van de Vanter and the defendants were the City Chief of Police Roger Young and Officer Morris Burton Following an incident of vandalism that occurred on October 31 1986 Mr Van was arrested charged and tried by Millard County on a charge of criminal mischief He was acquitted by a jury Mr Van then brought suit against Delta City Chief of Police Roger Young and police officer Morris Burton for malicious prosecution In his suit Mr Van requested $250000 for general damages $1300 for attorney’s fees against the defendants Burton and Young $100000 each for punitive damages together with costs of court Legal counsel for Mr Van was James L Shumate of Cedar City Attorney Craig Snyder was hired by the insurance company that insures Delta City to investigate the case Upon consultation between Attorneys Snyder and Waddingham it was determined that a counter claim be made against Mr Van for damage to a police vehicle Malicious
