COUNTY UTAH AND ESTABLISHING A VOTING DISTRICT COMPRISED OF THE TWO DISTRICTS SO ABOLISHED TO BE KNOWN AS THE VOTING DISTRICT OF MILLARD COUNTY UTAH RECITALS WHEREAS the Board of Commissioners of Millard County Utah (referred to hereinafter as the 'Board") has determined the following as the basis for adopting this ordinance: A The Board previously created the Deseret and Oasis election districts by tion taken on August 4 1925 These election districts were designated at that time as the Deseret Precinct and Oasis Precinct B The Board upon the recommendation of the Millard County Clerk has reviewed the population of the Deseret and Oasis tion districts and has found that the combined populations of both districts is less than 000 voters The Board also Finds that the polling places for both election districts are currently located in the same building although the polling places are conducted separately and have not been heretofore combined C The Board Finds that combination of the two (2) election districts will be more cost effective yet will provide for adequate representation of the voters within such an election district and will provide for effective party caucuses and other electoral profor the residents of such a combinceedings ed district D The Board further Finds that the historic signiFicance of the two communities of Deseret and Oasis should be preserved by designation of the new election district as Election District" the E The Board is empowered under Utah Code Annotated (1953) as amended to establish divide abolish and change election Paragraph 185 TIME LIMIT Every conditional use permit on a Large Scale Project shall expire if by limitation and become null and void the work authorized by such permit has not been commenced within one year or is not completed within three years from the date of issue except that the Planning Commission may at the time of the original application or at any time before the expiration date of the permit grant at extension of time to fit the reasonable requirements of the project 186 APPLICABILITY OF LARGE SCALE PROJECT PROCEDURES The procedures set forth in this Section shall be applicable to all Large Scale Projects which have not been finally approved by the Planning Commission as of the effective date of this Section under existing conditional use permit approval procedures Any hearings proceedings notices or action on any application for a conditional use permit for a Large Scale Project which were held given or taken beloie the effective date of this tion and which satisfy the requirements of this Section shall be deemed to have been done after the effective date of this Section in order to avoid needless delay and administrative waste in processing existing applications for conditional use permits 187 Any person aggrieved by he fira! decision of ’he Town Council to issue or refuse to issue any conditional use permit shall petition the Town council for a of the decision within thirty (30) days from the date of the decision The petition shall state with particularity the grounds alleged by the petitioner to constitute a basis for reversing the decision and
