Show Page 10 - Millard County Tburs June L'SPS State withholding to change The Utah State Tax Commission is changing the way employers calculate the state income tax withheld from employees to more accurately reflect what employees’ actually own in taxes These changes effective August 1987 will not increase or decrease the individual’s tax liability they only change the amount of tax withheld 71 percent of Utah Approximately taxpayers will see a decrease in their state withholding 27 percent will have their withholding increase while about 2 percent will see no change in their state withholding The 1987 General Session of the Legislature gave the Tax Commission the authority to determine state from federal withholding separate withholding Up until now the Tax Commission was limited to using a percentage of the federal income tax withholding for the state withholding According to R H “Hal” Hansen Commission chairman “The old method was too simple: it did not take into account the unique characteristics of individual taxpayers As a result many Utahns were being over withheld The Legislature gave us the authority to fine tune our system so that withholding will more closely represent what the taxpayer actually owes in taxes” Mr Hansen also noted that because employers will use the information from the form employees should file their new form with their employers if they have not already done so During July 1987 employers will switch to the new withholding schedules provided by the Tax Commission The new schedules use the employee’s filing status number of allowances income and tax bracket to determine the amount of state income tax withheld for the pay period In January 1987 the Tax Commission increased the state withholding to 45 percent of the federal withholding This adjustment was necessary because of federal reform and assured that Utahns would not be under withheld in their state taxes According to Hansen “Because of federal tax reform and our limitations of computing state withholding many Utahns were being over withheld using the percentage of federal withholding On the other hand some employees will see an increase in their state tax being withheld because under the old system they were being under withheld Our new schedules should correct accuracies on both ends of the spectrum The amount of state income tax withheld using the new schedules will more accurately reflect the taxpayer’s true tax liability and will help him or her more effectively plan their finances” Drunk drivers face criminal penalties in revised park service driving regulations new regulations governOn June ing driving in the nation’s federal park system will take effect according to Service Director William Park National Penn Mott Jr The regulations representing the first overhaul of traffic rules for the park system since 1966 include criminal provisions that may be imposed against those drivers who refuse to submit to chemical tests when suspected of operating motor vehicles while under the influence of alcohol or drugs he said Enforcement of the new rules by park rangers and officers of the United Slates Park Police will apply on all of the approximately 8000 miles of roads administered by the National Park Service The regulations supplement provisions of state vehicle codes in the dividual states The regulations address a wide range of traffic concerns including accident possession of reporting requirements an open container of alcoholic beverage load in a motor vehicle hitchhiking weight and size restrictions and the application of state traffic laws in the parks Mott stressed that enforcement of the regulations still requires a ranger or police officer to have probable cause and does not authorize random testing large volume of automobile traffic resulting in a need for services to such travelers This need also occurs in remote areas where delivery of governmental services is limited due to cost and other factors C Most of the remote areas of Millard County are now classified under the Zoning Ordinance of Millard County in the Zone This zone Range and Forest does not presently permit such businesses providing services to travelers as either a permitted or conditional use D The County Commission finds that it is in the best interests of the residents of Millard County and the traveling public to and other needs of provide emergency highway travelers in remote areas within Millard County but only upon such terms as adequately provide for the necessary services and facilities to be available at said locations NOW THEREFORE the Board of Commissioners of the County of Millard Utah ordains as follows: Section Amendment to Range and Forest Zone The Statement of Purpose as set out in the Range and Forest Zone of the Zoning Ordinance of Millard County is hereby amended to include the following language: There is also need for certain in travelers and tourist services remote locations along major transportation routes in Millard County This zone can accomodate such uses under conditional use permits Section 2 Establishment of Additional Use in Range and Forest Zone The Range and Forest and travelers services shall be defined as follows: Tourist and Travelers Services Commercial establishments located on designated interstate highways engaged in the business of providing services
