Longest Streak Since '91 Bamberger Ends as M's Rip Royals MAJOR LEAGUE REPORT EAST PHILAZELPHLA INQUIRE? For weeks now all we've heard from the owners is e salary cap Salary cap salary cap salary cap baseball will perish without a salary cap Well some experts are saying that all the salary cap talk is nothing but a hidden ball trick of a sort The owners will keep talking about salary caps until the conclusion of Thursday night's games when the baseball strike is scheduled to begin And then as surely as a Little League right fielder will drop a towering pop-uthe owners will drop their talk of salary caps and reveal the real issues the only issues the issues that have dominated baseball for over a decade: arbitration and free agency The owners will hope to catch the players in a moment of relief and weakness and get concessions on arbitration and free agency That's the theory To understand it better you have to start with the owners tradition of deception say three authors who have written extensively about baseball's labor history During this year's tortuous labor talks the owners baseball's have maintained that 15 of 28 teams are in dire financial trouble and that unless the players accept a system of salary caps baseball is in peril That these three authors say is nonsense Maybe four or five teams lose money in a given year said Andrew Zimbalist a professor of economics at Smith College and the author of Baseball and Billions and they are likely to make up for the losses in the following year Owners have alleged for more than a century that spiraling player salaries have jeopardized the game and its never been true said John Helyar a Wall Street Journal reporter and author of Lords of the ' Realm And the owners insistence on a salary cap has been a smoke screen and not the real issue said Lee Lowenfish a teacher author of The Imperfect Diamond and the leading proponent of the Hidden Ball Theory The owners know they cannot persuade the players to accept a limit on team payrolls Lowenfish said particularly at a time when players in the National Basketball Association are seeking to eliminate their salary cap The true issues for the owners Lowenfish said are salary arbitration and free agency The owners have mixed feelings about free agency and despise arbi tration the system in which an independent outsider can dictate to them how much a player is to be paid And in the final hours leading up to the strike date ' Lowenfish predicted Richard Ravitch the negotiator for the owners will go to Donald Fehr the lead negotiator for the players and say in effect: You've worn us out on salary caps Your union is too strong for us But can you cut us a break on arbitration and free agency? Since psychology emotion and stamina are strong labor negofactors in any heated management-uniotiation the owners will hope to catch the players Lowenfish said and get them to say: All right lets talk about arbitration and free agency And let's keep playing while we do The Stalking Horse Theory!"
