All amounts in US dollars Of CHICAGO TRIBUNE CHICAGO — Few would argue that the United States' combined network of railroads airlines truck operations and highways is without peer The US transportation system is the most efficient in the world for moving people and goods In the competition among nations for supremacy in the global economy it is one of the nation's trump cards But some parts of the system are stronger than others Railroads and trucking have emerged leaner stronger and more efficient as a result of federal deregulation in the late 1970s and early 1980s Most of the inefficient players have been eliminated and consumer confidence in the two transportation modes has been restored to a great ex- tent But for US airlines highly visible though they may be the struggle for survival — and the cutthroat competition for passengers and routes — continues unabated despite the fact that this industry too has been deregulated for more than a decade "The best thing that you can say about the airline industry right now is that it will stabilize — n eventually" said Harold L a vice president with Boston Consulting Group in Chicago and a consultant to airline and other transportation companies in the United States and abroad "In the meantime the shakeout within the industry likely will continue" Since 1990 the nation's airlines collectively have lost close to $8 billion — more money than the as a whole has made in profits since its inception A major carriers have filed for protection under the federal bankruptcy code since March 1989 Three of them — Eastern Airlines Pan American World Airways and Midway Airlines — have bolted their hatches and folded their wings forever Of the major US carriers still flying only four — American United Delta and Southwest Airlines — appear certain to be around at the turn of the century according to industry analysts Southwest Only one of the four is making money quarter after Sir-ki- half-doze- n quarter The financial crunch facing USAir and Northwest Airlines doesn't bode well for their longterm health the analysts note And the three carriers operating in bankruptcy — Continental America West and Trans World Airlines — are the iffiest of all It's no wonder that Robert Crandall chairman and president of American Airlines the nation's largest carrier describes the state :of the US industry as "dreadful" "The situation domestically in the US for the airline industry is terrible" said Guenther Eser director general of the International Air Transport Association the international airline trade group based in Geneva Most airlines around the world are hurting financially but "half of all our losses can be attributed to just five or six big airlines in the United States" Eser told the group's annual meeting in Montreal earlier this month Analysts and airline executives agree that escape from the financial doldrums won't occur until the economy improves In addition however the airlines will have to become more and begin customer-oriente- d eliminating inefficient portions of their operations That could mean changing or even scrapping the system used by most major carriers Getting the US Transportation Department to put limits on how long bankrupt carriers can continue to operate also is necessary analysts say Failure to do otherwise could "drag down even the few remaining healthy carriers" according to a recent George Washington University study The story is better in surface Especially encouraging is a new effort by the transportation railroads and the trucking industry to work together After more than a decade of intense competition and vicious rate wars that weakened some companies and wiped out thousands of others following the lifting of most restrictions on interstate trucking 14 years ago the trucking industry appears to have stabilized according to analysts What has emerged is an industry dominated by a handful of such major l trucking firms as Greenwich United Parcel Service JB Hunt Transport Inc in Lowell Ark and Consolidated Freightways in Palo Alto Calif Small and medium-siz- e firms that managed to survive the industry shakeout meanwhile are doing what they are best at — corridor next year Meanwhile as a result of better management computerization equipment development and a $17 billion-plu- s tndustrywide investment in tracktnd signal renovation in the 1980s the railroads are again positioned to compete effectively with the trucking industry for freight shipments Too bad the state of the US airline industry isn't as rosy airline executives say "We have the best airline system in the world but with the notable exception of Southwest Airlines the industry here just hasn't learned yet the importance of eliminating inefficient routes and putting the customer first" said Donald Valentine Southwest's vice president of marketing and sales One way the airlines could cut costs and eliminate inefficient routes some analysts point out is by dismantling or at least altersystem the ing the airlines have used for a decade to pick up passengers and deliver them to their final destinations Under the system passengers are picked up in "spoke" cities Conn-base- niches As a result which had been fairly common before deregulation has been elininated and shipping customers for the most part are getting service at reduced better rates On the other hand tens of thousands of truck drivers have lost their jobs and a lot of the smaller firms have gone out of business or been swallowed up by the industry's major players Many of the drivers who lost jobs when the companies that employed them folded have become employees of the companies that survived Most are struggling however analysts note because price-gougin- on-tim- g e owner-operat- their earnings have dropped along with the reduced rates the trucking companies now charge As for the railroads they again are beginning to offer viable alternatives to flying and automobile travel through Amtrak the al corporation charged with operating the nation's intercity passenger trains For several years Amtrak has been providing rail service capable of speeds up to 120 miles an hour in the Northeast corridor linking Boston New York and Washington DC Now it's testing a new train built in Sweden that is capable because of its ability to tilt into curves of maintaining even faster speeds If all goes according to plan the train e scooped-nos- called the X2000 will be put into regular service in the curve-filled E1049 s :1 MOST REPAIRED
