school teachers are in the classroom without employment contracts — two weeks after work began for most of them About half of those teachers are employed by the Jordan School District Utah's second largest district Teachers in 13 of Utah's 40 school districts have not completed negotiations Like many districts the problem for Jordan's 3000 teachers is costs climbing taking away money that could be used for salaries "We have an elite insurance program in the district" says Laura Black with the Jordan Education Association "If we lose insurance benefits it eats away any salary increase" District officials and teachers will meet again next week Teachers who finalized agreements are averaging nearly a 25 pay increase slightly below Utah's inflation rate The Legislature gave a 36 increase for salary and benefits this year Teachers in Morgan and Grand counties have received the highest pay increases with 4 On the other extreme teachers in South Summit may not receive a salary increase at all and also lost a district-paid dental insurance plan Negotiations are on hold until Oct 1 for final student enrollment numbers If actual numbers are higher than projections there may be more money for teachers "If we don't have a substantial increase on enrollment teachers will not get a salary increase" said South Summit Business Administrator Zane Woolstenhulme Beaver County may be one of the most contentious in the state Teachers have been told by district officials they will not receive a salary increase Cache School District — where teachers worked all of last year without an agreement — teachers have received a 25 pay hike Utah teacher salaries ranked 48 out of 51 — including the District of Columbia — in a recent American Federation of Teachers health-insuran- &Auditor Treasurer of Utah Dead at 92 THE ASSOCIATED PRESS Funeral services were held Friday for Sherman Jay Preece former state auditor and treasurer who died of natural causes Tues- at 92 Preece a Republican was elected state auditor in 1952 day 1960 and 1968 He was elected state treasurer in 1956 In 1972 when Preece stepped down from public office a commendation from the state's Board of Examiners said that Preece was the only man elected to four full terms in Utah state government Preece served as chief deputy auditor of Salt Lake City and chief deputy officer of Salt Lake County He also held the chief deputy position with the gotate auditor and was an auditorywith the State Tax Commission A political ad claiming radioactive fallout caused thousands of Utahns to contract cancer is misleading say scientists who have studied atomic testing US Senate candidate Wayne Owens who is running the ad maintains the information is accurate The ad details Mr Owens' successful efforts in Congress to win compensation for fallout victims The ad begins: "Thousands in Utah contracted cancer and leukemia as a result of the atomic-bomtesting of the 1950s They were told it was safe — and now it was threatening their lives" Scientists at the University of Utah say the number of southern Utahns who contracted cancer from open-ai- r testing is closer to 20 or 30 people — not thousands "These types of claims terrify people" said Joseph Lynn Lyons professor of preventative medicine "It's true we don't know exactly what causes most leukemia or thyroid cancers but it's a disservice to say so many people have been damaged when they haven't been" Mr Lyons was involved in two multimillion-dolla- r studies investigating health effects of radioactive fallout from 100 tests in the 1950s and 1960s Last August results of the second and final study confirmed only a weak link between thyroid disorders in Utahns and Nevadans and open nuclear blasts The study commissioned by the National Cancer Institute found only one malignancy and seven thyroid cancers in 2000 people who were children in Utah's Washington County and Lincoln County Nev close to the Nevada testing site The first study released two years ago concluded that in Utah's Washington County seven of 17 leukemia deaths may have been attributed to fallout Statewide about 50 leukemia deaths may be linked to radiation But researchers said it is impossible to determine if a cancer is caused by fallout or from other causes "We looked at thyroid and leukemia because these types of cancer are most closely tied to radiab slower-growin- g tion exposure" said Walt Stevens acting vice president for "Our studies health sciences showed that not more than 15 to 30 cases of cancer could be attrib- uted to fallout" Steve Erickson of the military watchdog group Downwinders says he agrees with Mr Owens' as- sessment that thousands of Utahns have contracted cancer "The studies were based on reconstructed radioactive fallout doses more than 30 years after the fact" he said "We've always maintained the government has underestimated those doses" Mr Owens said fallout victims proved their case in the US Congress through expert testimony — resulting in compensation "To date approximately 2000 cases have been filed with the Justice Department" he said Experts know a few of these people contracted cancer as a result of fallout The remainder was caused by other factors Because there is no way to sort out the cause Congress has agreed to compensate everyone who meets certain minimum requirements Victims don't have to prove their illness is linked to fallout Mr Owens said Downwinders have also proven their claims in court In 1984 US District Judge Bruce Jenkins ruled some contracted cancer because of government negligence in conducting the tests That mling however was overturned by the US Supreme Court Justices said the government is immune from suit when engaged in "national security" efforts hopeful Wayne Owens said Friday the White House backpedaled on its support for legislation killing a new rocket motor plant to protect Pres- ident Bush's prospects in the South The Democratic congress- man has led the fight against the plant in order to Thiokol protect Inc which manufactures the booster motors now used on the space shuttle fleet Utah-base- d At issue is NASA's ad- motor (ASRM) program which would be headquartered in Yellow Creek Miss and the political pressure Bush is facing Owens said the White House blinked first when confronted by Sen Thad Cochran and Rep Trent Lott Mississippi Republicans "Presidential politics got into the thing" Owens said during a campaign walk in Utah "They just played the y network and the White House buckled" The administration had agreed to terminate the program in its budget for the fiscal year beginning Oct I on grounds that rising costs for the engine program jeopardized other priorities in a tight space budget The Wall Street Journal reported Friday that the administration's posture also was aimed against Rep the James Whitten chairman of the House Appropriations Committee According to the Journal the White House felt Whitten had failed to allocate more money for space programs including a proposed space station while protecting his own northern Mississippi district vanced solid-rock- good-old-bo- However the Journal said Budget Director William Darman recently had signaled his willingness to look for federal funds to continue the project While the White House had "waxed eloquent" in opposing the ASRM plant election-yea- r politics had caused the administration to "renounce everything they said" Owens said In July the House passed an Owens amendment to cut all but $50 million of the ASRM program's $18 billion budget The Senate Appropriations Committee followed suit in its version of the same spending bill expected to reach the floor next week Owens is running for the Senate seat being vacated
