To do so, says a new study on Chinas long-terdevelopment issues and options released by the World Bank, China will have to steer a difficult course in both development strategy and system reform. The report, coming on the eve of the opening of a new World Bank office in Peking Friday, examines critical issues during the next 20 years in virtually every aspect of Chinas economy agriculture, energy, technology, trade, population, education, employment and finance. The report says making effective use of available resources, especially people, will depend largely on reforming the system of economic management of three fronts: First, there needs to be greater use of market regulation to stimulate innovation and efficiency to reduce costs, improve product quality, introduce new products and seek new opportunities. Second, there is a need for stronger and more effective planning combining indirct and direct economic control. Third, social institutions and policies need to be modified and extended to maintain fairness in distribution. For instance, the World Bank sees the need for a social security system, pointing out that China faces a rising proportion of elderly as a result of slower population growth. According to the World Bank report, Chinas basic objectives of improving living standards, eliminating poverty and quadrupling the growth value of industrial and agricultural output are feasible if, in keeping with its past investment rate, it attains a future rate of about 30 percent of national income. In addition, reasonable improvements in energy and material use are necessary and the population should come near to the official target of 1.2 billion in the year 2000. The World Bank's target growth rate or per capita income for China is about 5 percent per year, far above the 2.6 percent to 3 6 percent range counprojected for middle-incom- e tries between 1985 and 1995. The World Bank is optimistic because of China's growing per capita national income and because of the economic reforms in recent years. Chinas per capita income grew 6.8 percent from 1979 to 1984. Among major structural changes in Chinas economy expected to occur the next two decades, the report noted a shift in agriculture away from grains and basic crops and into cash crops and animal husbandry. There also will be a change in the composition of manufactured exports because of a projected slowdown in textile exports and an expansion of machinery and metal products exports, the report said. Substantial urbanization, particularly in smaller towns, accompanied by increased specialization and trade among localities is expected.
