Sheriff to Move Inmates From Downtown Jail By Jack Fenton Tribune Staff Writer Sheriff Pete Hayward is getting ready to move some lesser offenders out of his downtown jail an action that will ease crowding and ease the threat of civil action against the county. He agrees that five-yeplans can be valuable when they're combined with financial and performance auditing. Noting traffic in areas of the valley sometimes is near gridlock, Mr. Cook promises working with state and city officials to ease congestion would be one of his goals. Mr. Frandsen contends legislative experience would make him an effective lobbiest. work. "You could have the world s best structure with lousy people and youd have lousy government, he cautions. "TOE APPLIANCE Temporarily ease crowding, Capt. Joe Gee, said of the move to a space at 175 E. 2100 South being vad detoxificated by the countys cation program. Volunteers of America are taking over that chore. At the same time, Lynn Nelson is preparing to move the countys Adolescent Residential Treatment & Education Center out of quarters just a few steps from the new jail annex at the county complex. The center is home for 20 troubled suteens who need pervision, Mr. Nelson said. Another 20 go to the unit each day for counseling, and many go there for school. But its space in the yellow brick building is being razed. Mr. Nelson knew that. Then he was told commissioners granted a brief structure reprieve so the could be used as a jail annex while round-the-cloc- minimum-securit- Payment based on amount financed, including tax, less a 20 down payment, on approved credit. k 18 CU. VO commissioners theorized, building would be used 1988. Still, that would be a matter of economics. Commissioners were concerned this week when county architect Tom Triptow said $500,000 worth of work would be needed to keep the building open that long for the jail annex and treatment center. A long list of small expenses, ranging from $1,500 for fire sprinklers to $5,000 worth of roofing and $32,000 for landscaping, would total almost $250,000. Delaying demolition would cost another $170,000. And there would be bills for design and management. That does not include parking changes the architect said would be needed. The structure would devour space for 152 stalls. And, 50 more would be needed to handle traffic generated by the jail annex and treatment center. Redesigning the structure for use in the year 2001 would cost about $3.7 million, Mr. Triptow advised, noting much of that money would buy glass to help the old building blend with the $54 million county government center being built along State between 1900 and 2100 South. A headache we cant afford, commented Commissioner Mike Stewart. Sheriff Hayward and his jail commander fear moving 60 to 70 low-ris- k offenders from downtown facilities designed for hardened criminals may be so economical it will take the heat off the real issue: construction of a facility that could be expanded to house 600. "We've got to keep the heat on, Capt. Gee noted. Maybe that pressure is not as intense as the sheriff and Capt. Gee would like. Commission Chairman Bart Barker told The Tribune nobodys looking for a jail site yet. "Were looking for a way to manage it (a facility)." Commissioners and officials from valley cities will ask lawmakers for authority to form a jail district with a board of directors that would set poliannex cy for a minimum-securitprobably run by the sheriff under a and levy property taxes contract to pay for it.
