Whether we admit it or not, a large body of these contraints are for our own good. Even though there may be legitimate questions behind the need for some state licensing laws, we all have to concede that theres something comforting in knowing that the person who is going to be wielding the knife on us in the operating room tomorrow has a certain amount of education and experience behind him in preparation for that important chore. i Dear Mr. Campbell: I am interested in becoming a licensed real estate appraiser. My question is how do I go about getting the necessary education, and then what sort of licensing exam is required? Can I make independent appraisals once I am I censed or do I have to work for anoth- er firm (bank or lending institution)? There are 14 real estate schools in my area, but I am under the impression that they are there to train real estate sales persons. Do you know of a school that trains only appraisers? What agency is responsible for the actual licensing of appraisers? How many hours of training are required? How often must the license be renewed? J.C.O., Bailey, Colo. I have never encountered a state that doesnt license barbers, but I have yet !to encounter a single state that ; censes real estate appraisers. So, in the absence of state licensing laws, does this mean that you can simply hang up your shingle and call yourself a real estate appraiser? Technically you could, but the reality of actually doing it runs into some comjJications. A random sampling of opinion from practicing appraisers in my area indicates that in searching for appraiser training you should check first with the institutions of higher education in your area. Many universities now offer college-levreal estate appraisal courses, and a few even confer undergraduate degrees in the field. el They also suggest you write to the two big professional organizations in the field. Both offer their own courses leading to their basic designations. They are the American Institute of Real Estate Appraisers (an arm of the National Association of Realtors which confers its MAI designation Member, Appraisal Institute) at 430 N. Michigan Ave., Chicago, 111. 60611, and the Society of Real Estate Appraisers (which confers its SRA desSenior Residential Apignation praiser) located at 645 Michigan Ave. Chicago, 111. 60611. The National Association of Real Estate Appraisers, a minority organization located at 835 Broadway, New York, N.Y. 10003, confers its own CRA (Certified Real Estate Appraiser) designation. While I earlier indicated theres really nothing to stop you from hanging out your real estate appraiser shingle without any training or professional designation, you should be advised that few lending organizations which use outside appraisers hire anyone who doesnt have one of the designations mentioned above. Also, as one appraiser pointed out, most governmental agencies that employ appraisers, such as HUD (Department of Housing and Urban De velopment), not only require two appraisals from professionals with the above designations but that each appraiser thus hired also submit a resume outlining his education and experience with his appraisal. The majority of appraisers queried also agreed that once youve gotten the proper formal education and professional designation its also a good idea to get a few years of appraisal experience with a bank or S&L before striking out on your own.
