wrongdoing led Corrections Director Gary De Land to improperly add $4500 in benefits to his retirement account and the accounts of his two top aides A recent audit labeled the trio's conversion of sick leave to retirement benefits to be outside state rules that govern such practices The audit found that Mr De Land improperly added 160 hours of converted sick leave from previous em ployment to his state retirement accounts The same amount was added in May 1989 to the benefits of Deputy Director Bruce Egan and Director Services Nick of Administrative Morgan Under certain circumstances employees can bring some benefits to state jobs when being assimilated ed by the EPA until the substance can be identified Ms Trueman said e The trucks remain pending further investigation Officials are also looking into whether the material was intentionally dumped she said The area has been cordoned off and EPA officials will work around the clock to identify the chemical and its source The EPA recently completed a study of possible toxic waste left over from the plant's paint manufacturing days The study showed trace amounts of organic and inorganic chemicals in the soil and in shallow
