Show Up and Down the Street State Chief Keeps One Eye On Utah Legislators AFL-CI- O By Joe Rolando Tribune Business Writer Union membership represented by the Utah State AFL-CIis on the rise for the first time in six years and the influence should be used to help prop up the sagging economy says Utah’s top labor leader Ed Mayne state AFL-CIpresident and secretary-treasure- r said he hopes to deliver that message to the state labor federation’s two-da- y 31st annual convention 300 Some delegates and guests attended Thursday's session at the Salt Lake City Radisson Hotel In an interview after his opening speech Mr Mayne said the state federation represents about 63840 union members — a figure which does not include retirees — compared to about 74000 members in 1981 “But we’ve bottomed out’’ he said adding the state federation has gained about 3500 or 4000 new union members since late last year While not giving specific recommendations how unions can improve the economy Mr Mayne suggested maintaining a watchdog role on governments’ sponsoring of economic development efforts For example he lashed out at state officials for not recognizing that it takes more substantial jobs than those at minimum wage to relieve the problem of increasing taxes Mr Mayne told convention delegates: “Six years ago our enemies and critics seized upon Mr Reagan’s busting of the Air Traffic Controllers’ Union as proof that labor’s day was done Anyone who knows anything about this movement could have told them that to labor no setback is permanent and no defeat is final” He said that was proven eight weeks ago when traffic controllers voted into existence an AFL-CIaffiliated union the National Air Traffic Controllers Association to represent them Citing the agreement ending the decade-lon- g boycott of Adolph Coors Co Mr Mayne added “I think the Donna Dahls and a few others who have tried to destroy the construction industry in the state of Utah would be quite shocked that the guru of conservatism the Coors company is now going to do all its construction by union construction workers and have an expedited election for O O AFL-CIO- f also will continue to question the patriotic values of those who shut down US plants and move those jobs to a foreign country to exploit “defenseless” workers through as employers are tempted duce wages and working tions to the lowest common denominator there will always be a need for unions to restrain their worst tendencies and protect our American standard of living” said Mr Mayne He said the AFL-CIalso will continue to oppose employers who “eagerly want the right to subject workers to polygraph and drug testing without cause” “We must chart a new course for the next generation that will slay the dragons who feast upon workers’ rights workers’ needs and workers’ hope” In other action delegates heard an explanation of the AFL-CIO- 's Committee on Political Education new retirees program which will be implemented through the state AFL-CIprogram within the next couple of weeks Utah will be the 33rd state in which the program will operate said CL Senci executive director of the program He said a fulltime person will be hired to oversee the program in Utah He said the salary will be paid both by the state and national federation Mr Senci said the program is designed to solicit the help of union members on a volunteer basis to perform needed jobs network within the AFL-CIThose jobs will include staffing telephone banks to inform voters about candidates and passing out election literature Mr Senci said retired unionists are ideal for those kinds of jobs because they are more than casually aware of unionism and its needs He said while they may be retired from work they have not stopped caring particularly about their union tives president didn’t put corporate takeover raiders on his list of organized labor’s pet peeves But he vowed his organization will continue working for the day when corporations and stock traders must treat their obligations to employees and communities as solemnly as those to their shareholders Mr Mayne said the AFL-CIThe AFL-CI- O O By Robert H Woody Tribune
