Show ' ’ — - Celebrate The Constitution W V to Community Editorial Police Consolidation Raises Questions number of questions need to be answered before the public can adequately evaluate the Salt Lake City police chief's proposal to close his department's two substations and consolidate operations at a new central location Chief Bud Willoughby says his department could save money and provide better service by closing its East Patrol Division substation at 1486 S 1100 East and its West Patrol Division substation at 340 Goshen (1040 West) He has proposed that the city consolidate his ment’s operations and move them to new quarters that would be leased in a downtown office buildA ing A potential site has not been chosen although the building that for- merly housed the Northwest Pipe Lines Co at 315 E 200 South has been mentioned Department headquarters currently are located in the Metropolitan Hall of Justice The chief says the department could save up to $1 million a year in facilities and personnel costs by consolidating Those funds then could pay for more officers in the field Some city residents are skeptical The East Patrol Division substation is located in Sugar House and the community council there wants to keep it They are urging Chief Willoughby not only to preserve the substation but move it into their community's business district They feel the substation affords their area better police protection That may or may not be the case It is obviously comforting to see a station house in the neighborhood However if Chief Willoughby can live up to his promise to add 14 more officers to the area's patrols with savings realized by closing it Sugar House residents might actually be better off without the substation After all it’s officers in the field not buildings that provide quick responses to calls and deter crime On the other hand Chief Willoughby has been trying for some time to build support for his plan to move the police department out of Plan Vacation? If you are watch the speed-limi- t signs on interstate highways Since the federal government allowed the states to change the 55 mph speed limit the days of setting the cruise control in Nebraska and releasing it in California are over Most states have made changes similar to Utah's legislation and raised the speed limit to 65 mph on rural freeways Some states got a little more creative with the law So for travelers and for Utahns who are curious about these new developments here is a list of our neighboring stales’ speed laws Arizona — in Ariand zona were raised to 65 mph in rural areas and drop back to 55 mph in the cities Secondary roads remain 55 8 mph California — California raised the - - Metro Hall He maintains that the department has outgrown both its headquarters and substation facilities He says a consolidation only can be accomplished if the department leaves its present home for larger offices so his proposal to combine operations in a central location could be viewed as a strategy whose primary purpose is to buttress the relocation The chief cites an independent study by a firm of law enforcement consultants which he says supports the consolidation He also notes that the current high vacancy rate in downtown office buildings will put the city council in a buyer’s market should it approve the relocation without delay Nevertheless moving department headquarters from a building into a larger rented space is bound to be expensive Long-tercosts to the city must be weighed And none of these considerations should be allowed to overshadow the most important issue: Whether the changes will enhance the number and effectiveness of officers on patrol the interstate running through Oakland and Sacramento at 55 mph are 65 mph in and unpopulated areas State roads are still 55 mph Colorado — Colorado was the first state to raise its speed limit and are 65 mph roads in rural and areas State roads are 55 mph The Colorado Highway patrol warns motorists that through the Rocky Mountains west of Denver has 45 mph stretches of highway to handle the sharp curves It pays to watch the speed limit signs in Colorado Idaho — The speed limit on in rural Idaho is 65 mph and and drops back to 55 mph in populated areas The state roads are still 55 mph Watch out for herds of potatoes crossing the highway Montana — Montana left its state roads at 55 mph and raised to 65 in rural areas so moand torists can go 65 mph in Montana for miles and miles and miles can Nebraska — Travelers on go 65 mph the length of Nebraska un- 5 Wednesday June 10 1987 wv:j Summer School Set in Murray Special to The Tribune WEST VALLEY CITY — The City Council has announced that West Valley City’s celebration of the U S Constitution bicentennial will extend from Flag Day June 14 to Sept 17 beginning Monday through July 8 The second session will be held Monday and Wednesday beginning July 13 through Aug 5 Cost is $20 for eight hours of m struction Times will be decided depending on the number and ages of those who register Contact Murray Community Edura tion to register or for additional in formation Special to The Tribune MURRAY — If your child needs help with basic subjects this summer Murray Community Education may be able to help Classes in math language skills and reading will be available for students “West Valley City does dedicate itself to support all worthy efforts and activities by its Bicentennial Commission and other organizations to commemorate the 200th anniversary of " the signing of the Constitution the proclamation stated in first- - through eigth-grade- at s Mur- ray High School 5440 S State The first session of classes will running every Monday and Wednesday ACTON SELACtS O city-owne- d Speed-Lim- it speed limit on most of its interstates to 65 mph in rural areas but left The Salt Lake Tribune Signs til they get to Lincoln almost on the eastern border Then it's back to 55 mph through Omaha Secondary roads are still 55 mph Nevada — Never a big fan of the 55 mph speed limit Nevada has raised to 65 mph in the rural and areas State roads remain 55 mph New Mexico — are 65 and mph interstates in rural areas but secondary roads are still 55 mph Oregon — Oregon’s legislature is still grappling with the 65 mph issue so it is one of the few western states with a 55 mph speed limit on all highways Washington — Washington did basically the same thing as Ihe other states but the 65 mph speed limit on is only for cars and other and 5 comsmall vehicles Tractor-trailer- s binations are limited to 60 mph on those interstates Everybody has to go 55 mph on the secondary roads Wyoming — Of course Wyoming raised the speed limit Once you have horse-rac- e betting the 65 mph speed limit cannot be far behind are 65 mph in rural areas and and state roads remain 55 mph VISA EASY-CAR-E SLACKS by LEVIS’ Comfortable Dacron® polyester slacks with a patented Action waistband and for neat good looks color-faVISA® looks great wash after wash!
