Tribune Wire Services Oakland Raiders Managing General Partner A1 Davis testified Thursday that other professional football team owners turned into a war council against him when it became clear he wanted to leave for Los Angeles. National Football League Commissioner Pete Kozelle was at the head of that council, Davis said in his third day on the witness stand. The Los Angeles Coliseum and the Raiders are suing the NFL in antitrust action because the league has not permitted the Oakland franchise to be moved to Los Angeles, vacated by the Los Angeles Rams. Rozelle hurts me in Los Angeles and he hurts me in Oakland, Davis said. He said Rozelle could have come to his aid and convinced Oakland officials that he was serious about leaving Oakland unless he was given what he asked in the Oakland Coliseum stadium. Davis testified Rozelle convened a meeting in Dallas in early March 1980, to give him a chance to explain why he was planning to move. He said he walked into the meeting and was told to leave. You are no longer on our side in this court case. Would you leave the room?" Davis said he was told by NFL attorney Patrick Lynch. Davis, who had gone to the meeting without his attorney, Joseph Alioto, said he telephoned the lawyer and said, Its like a war council in there. Riggins, Redskins Reunite Twelve months after he left training camp in a salary dispute, Washington Redskins running back John Riggins returned Thursday to participate in a Redskins minicamp. Im bored, Im broke and Im back, Riggins said on his return to Redskin Park. Riggins return came at the suggestion of Ed Garvey, executive director of the National Football League Players Association. He received a letter from (Redskin Coach) Joe Gibbs Inviting him to the minicamp, and he asked me what he should do. I told him to go, Garvey said. The salary dispute, which still is unresolved, led Riggins to leave training camp last July. The Redskins, who balked at Riggins demand the club his $300,000 a year contract, placed list, a category Riggins on the left camp-retire- d which made him ineligible to play for any other team in the NFL Following numerous delays, the salary dispute will be heard next week in Washington by an arbitrator. A finding in Riggins favor would bring him the money he lost for sitting out last year. Indy Testimony Continues Roger Penske, owner of the car Bobby Unser drove in this years Indianapolis 500, began his testimony Thursday before the special panel hearing the appeal by Penske and Unser of the ruling overturning Unsers victory. The hearing was adjourned Thursday in the middle of Penskes testimony, and will not be reconvened until July 29. That date was the first one upon which all parties could be in Indianapolis, said Edwin Render, chairman of the appeals board. Penske and Unser are appealing the decision by Indianapolis race stewards to give Unser a one-la- p penalty after the race and give Mario Andretti the victory. Andretti finished second behind Unser in this years race. Penskes testimony dealt mostly on his experience as a race car driver and race car owner, although he twice stipulated that it was Penske Racing, Inc., rather than Penske himself who owned the cars. The idea was to show the panel the importance to Penske of racing in general and the Indianapolis 500 in particular, said attorney James Binns.
