A total of 48 children about 90 percent of the children in the subdivision participated in the second test. Dr. Perrotta said the April blood test showed lead levels that averaged 9.5 micrograms per 100 cubic centimeters of blood. By October, the average lead level in the children had climbed slightly to 10.5 micrograms. This increase is not significant, said Dr. Perrotta, noting both readings are well within the range of the B-- general population. While the blood tests showed no general problem, they identified several children with elevated levels of lead in their blood. In April, when the average was 9.5 micrograms, one child had a peculiarly high reading of 29 micrograms. By October there were four children with lead levels significantly higher than the rest of the group. Their blood lead levels were 21, 25, 27 and 32 micrograms per cubic centimeter. Done Little to Help Wayne says publicity about AIDS has done little to prompt gays to change their sexual habits, although health officials suggest certain precautions may be effective in reducing the risk of contracting AIDS. It has also done little to dispel the fears of a public that doesnt understand how AIDS is transmitted. Some members of his family, Wayne says, treat him like a leper, apparently because they are afraid of getting AIDS by touching him or being in the same room. Available evidence suggests that AIDS is spread by sexual contact, shared hypodermic needles or, rarely, through transfused blood or blood products. The infectious agent that causes AIDS, believed to be a virus, is not transmitted ,hro"gh the air or by casual contact. But public anxiety persists, piling psychological stress upon the physical symptoms experienced by AIDS victims. Its going to take time to overcome, says Donald Crowell, a psychologist with the Utah Community Health Center and Clinic, which has a primarily gay clientele. Its not an individual disease, but a disease of the family, a disease of the community." Mr. Crowell, who is launching a group therapy program for AIDS victims and their relatives, says families tend to be more judgmental about AIDS because they view it as an elective disease. Families are forced not only to cope with the prospect of the victims beliefs death, but to about sexual preference or drug habits, he says. Valerie Kelson, Midway, Wasatch County, who was appointed to the state board by Gov. Scott M. Mathe-so- n to fill a vacancy created by a resignation, said she has been bounced around by Attorney General David Wilkinson and Lieutenant Governor David S. Monson. Mr. Monson is the Republican Party candidate for Utahs 2nd Congressional District seat. Mrs. Kelson said she obtained a legal opinion from the attorney generals office dated Jan. 17 stating she would not have to stand for election this fall as she would had she been appointed to one of the states 40 local school boards. However, she said she was told Mr. Monsons office had decided otherwise, a day before the filing deadline for state school board candidates id June. Mrs. Kelson said she called the lieutenant governors office and was told she would have to file. The board member said she hurried to her home in Midway and sent her children on bicycles to collect the 100 signatures state law requires for state school board candidate filings. Sufficient signatures of registered voters were obtained and verified, and her candidacy was filed with Mr. Monsons office before the deadline. However, officials in both state offices Friday disclaimed any political chicanery and said the decision to have Mrs. Kelson file was, for insurance purposes, to be invoked only if her seat on the state board was challenged in court. In the absence of an expressed limitation on the term of the appointment, the statutory language until the next election implies the next election for the specific district and term involved and not merely the next available election for school office, said the legal opinion. Vickie Newton, a spokeswoman for Mr. Monsons office, said the lieutenant governor's office interpreted the opinion to mean Mrs. Kelson wouldnt have to stand for election this fall. However, she said some legal questions remained, and the office later decided that the board member should go through the candidate process in case a legal challenge arose. This decision, which Ms. Newton admitted was made at the last minute, came after the lieutenant governors office consulted with Oscar McConkie, chairman of the state school board.
