Turner, OTTAWA (AP) winner of the campaign to succeed retiring Prime Minister Pierre El- liott Trudeau, is promising to improve relations with the United States without compromising Canadas independent outlook. Turner, a corporate lawyer from Toronto, told a news conference late Saturday night that he is looking forward to an early meeting with President Reagan and hopes for closer ties with the United States while preserving our own economic and political independence and our independent foreign policy. Delegates to the Liberal Party convention gave Turner the majority he was seeking on the second ballot Saturday, with 1,862 votes to 1,368 for Energy Minister Jean Chretien, a Trudeau loyalist, and 192 for Economic Development Minis- for Hr. nnlH Trihnctnn Four other candidates dropped out after poor showings on the first ballot, which had left Turner only 126 votes short of a majority. About 50 heavily armed Quebec police officers using two helicopters joined the manhunt after two separate sightings of men resembling convicted murderers James Briley, 27, and his brother Linwood, 30, were reported by area residents. The Brileys escaped with four other convicts from the Mecklenburg Correctional Center in Boydton, Va. last May 31. The other four have been recaptured. Linwood Briley was scheduled to be executed in August but the date for his brothers death had not yet been set. The Brileys were condemned to death for 11 murders committed during a spree of murder, rape and robbery in the Richmond, Va., area in 1978-7- Earthquake Shakes Up Island Near Greece - strong the eastern ATHENS, Greece (AP) earthquake shook A Aeg- ean island of Chios Sunday, causing .slight panic but no damage or in- juries, police said.
