He was Rep. Howard W. Smith (D., Va.), chairman of the House Rules Committee and arch foe of civil rights. Smith was hoping his addition of equal rights for women would make the bill so radical that it would be voted down. When offering the amendment, he jocularly mentioned the imbalance in the population because of the nations 2,661,000 spinsters and bemoaned the fact that if all women could not get husbands, they should at least have jobs with equal pay. The Absentee General 11 Some conservatives concluded, however, that there was a good reason to include sex in the amendment: If it passed without the addition, the clause which prohibited color discrimination would protect black tage. (Other conservatives fought the amendment for the standard reasons: Women would be forced into the military, they said, families would disintegrate, problems would arise with alimony and child custody.) To Smiths astonishment, the amendment was approved. When the Civil Rights Act passed, it prohibited discrimination whether based on race, color, religion, national origin or sex by employers, labor unions and employment agencies . Twiggs is the only U.S. military to be honored heroism in a battle in which he did not participate. On Sept. 20. 1846, Maj. Gen. Zachary Taylor ordered his army to attack Monterrey in the war with Mexico. Twiggs was to lead his division to one end of town. His men marched out early the next morning, but Twiggs remained in camp. Apparently he had taken a strong laxative the night before. The invasion succeeded anyway, and Congress presented Twiggs with a jeweled sword and golden scabbard for "gallantry at Monterrey. Twiggs died in 1862, fighting for the Confederacy in the Civil War.
