The citys Public Utilities Advis- ory Committee recommends financing the upgrade and enlargement of the lone treatment facility in Rose Park through service rate and system connection fee in- creases until bonding is determined necessary, thus saving on interest costs. Build Smaller Plant If new development meets expectations, the city is prepared to construct a smaller plant northwest of the Salt Lake International Airport under the $102 million plan. But the issues remain the pace the city expects to grow, the problems its treatment capacity now creates and public sentiment to pay more to stay even. Mayor Ted Wilson and a half dozen speakers for other entities from the Salt Lake Health Department to the League of Women Voters urged the council to adopt the proposal and move ahead with the improvements. The mayor said a no growth a halt of new moratorium was construction in the city possible unless the expansion plans proceeded. He did recommend the council consider a $1,000 system connection fee for new homes until the slumping housing industry recovers. The fee is now $300. Agents Finish Fire Site Investigation Federal agents completed their investigation Tuesday at the site of a fire that gutted a vacant building Friday at 251 S. Main St. and announced there was possibly more than one point of ignition. Joe Shaw, supervisor of the Bureau of Alcohol, Tobacco and Firearms team, said it will not be known if the fire had more than one point of origin until the lab reports come back. That could be as early as two weeks, according to Battalion Chief LaMont Epperson of the Salt Lake City Fire Department, who held a press conference later Tuesday. He collaborated most of the information provided earlier by Mr. Shaw. Incendiary Origin Chief Epperson, the departments newly appointed public information officer, prompted a question by saying the fire was of incendiary origin, however. He elaborated by defining incendiary as a rapid burning fire and a burning which is "more than ordinary. The common dictionary definition shows incendiary relating to, or involving a deliberate burning of property. Chief Epperson, in answer to another question, said a fire with more than one point of origin could indicate arson. But he didnt say the Main Street fire was necessarily arson caused. This is all were going to say about the investigation because some of the things you are going to ask about are still dependent on the laboratory results, said Chief Epperson.
