Show The Salt Lake Tribune, Sunday, November Carter Gaining Points With Blacks on School Integration By Paul Delaney New York Times Writer WASHINGTON When Jimmy Carter cam- paigned for president, he identified strongly with the movement and unabashedly linked black progress with his winning the contest for the White House. He got the black vote overwhelmingly. Now, nine months after his inauguration, many blacks are less them satisfied with Carter's record in housing, unemployment and aid to the cities. civil-righ- ts School Integration But one area in which blacks do give the President passing grades is in school integration. Though the Carter administration has not issued a definitive policy statement on desegregation, the Carter position is becoming clear: It represents a reversal of eight years of Republican administrations, when the executive branch withdrew as an activist participant in court suits, and reflects pressures from such organizations as the National Association for the Advancement of Colored People and the NAACPs Legal and Educational Defense Fund Civil-righadvocates say they are satisfied with the evidence of the change in policy from the administrations of Richard M. Nixon and Gerald R. Ford. Bell ruled that in some circumstances it was legal for the Department of Health, Education and Welfare to withhold federal funds from some school districts that refuse to facilitate desegregation by merging black and white schools. The ruling was seen as an endorsement of busing since in most cases such mergers require some busing. Presidents Nixon and Ford were unequivocably opposed to busing. Last month, the Secretary of Health, Education and Welfare, Joseph A. Califano Jr., announced settlement of a dispute with the Chicago Board of Education over faculty desegregation. The agency and the board agreed on a citywide plan that Califano said would become a model for the nation. That settlement was further evidence to us that the President plans to come down hard in favor of school desegregation, contrary to the last two said James Compton, director of the presidents, Chicago Urban League.
