Wednesday March 28 1990 The Salt Lake Tribune !A t ' Carter Upbeat on Mideast Peace Prospects Carter the architect of the historic (UPI) — Former President Jimmy Carter discussed his latest trip to the Middle East with WASHINGTON peace agreement between Egypt and Israel in 1979 visited the principal President Buh on Tuesday and said he is more :: encouraged about the prospects for peace in the re- - von than he has 1:fi been in a decade 44: "1 believe that loir a comprehensive 101 neeis both peace it 4:l- ' ' '34i and essary i : i 16 i Z0 ' '''‘' la 1 nations of the Middle East earlier this month as a private individual not as a representative of the US government It was Carter's third visit to the region since he left office "I was encouraged by this trip more than any other I've had in the last 10 years" Carter said later at the Center for International and Strategic Studies "I am obviously frustrated It is distressing to see so very little movement toward peace" Carter met with Bush Secretary of State James Baker and national security adviser Brent Scowcroft and complimented their efforts to en think is inevita- - Jimmy Carter We" Carter told while visiting Bush in the Oval Office which he occupied from 1977 until 1981 "When it will come remains to be seen" Mental Lapse After Patient Wakens Walks 8-Ye- ar The man injured in a traffic accident 10 years ago was not in a coma but a vegetative state meaning his eyes were open and he occasionally uttered words but could do nothing else the doctor said After the tranquilizer was administered for the March 12 dental work the rnan fell asleep for about five minutes Kanner said '"I'hen he woke up and started talking He was able to answer questions say his name to feed himself and walk" he said Hours later the man lapsed back into the vegetative state lie was given a second dose that brought him out of it for about 90 minutes At that point he was able to do calculations and recall aspects of his life The man who remains hospitalized has since received different longer-lastinforms of benzodiazepines a family of drugs that includes Valium and barbiturates that allowed him to remain lucid 10 to 12 hours at a time Kanner said the main problem doctors face now is trying to find a combination of drugs the man can take orally rather than intravenously that will prevent a relapse into the vegetative state The traffic accident put the man into a coma that lasted four months Kanner said Soon after he recovered his condition began to deteriorate leaving him in the vegetative state two years after the wreck The neurologist said that as with most such patients there was little known about how to treat the man's condition and little hope for recov- By Michael C Buelow Associated Press Writer MADISON Wis — A man who was in a vegetative state for eight years unexpectedly "woke up and started talking" after being given a tranquilizer or routine dental work a neurologist baid Tuesday "I have to tell you he was a different man lie knew his name the name of his family where he used to work lie could add subtract and perform complicated calculations" Dr Andres Kanner said The man identified only as a Wisrevived consin man in his mid-40after being given Valium at the University of Wisconsin Hospital and Clinics on March 12 Kanner said s Avianca's Pilots WASHINGTON (UPI) — Crew members of an Avianca flight that crashed on Long Island talked among themselves about the jets low fuel but did not specifically tell the tower of the emergency a transcript of the cockpit voice recording showed Tuesday Avianca Flight 52 en route from Bogota Colombia to New York on Jan 25 with an intermediate stop in Medellin Colombia crashed in Cove Neck NY after apparently running out of fuel Of the 158 people aboard 73 were killed including the three cockpit crew members and 82 were seriously injured In February the National Transportation Safety Board cited the Avianca crash in recommending that the Federal Aviation Administration insist on better communication between pilots arid air traffic controllers The board faulted the Avianca crew for not using precise phrases as "emergency fuel" or "minimum fuel" that would have given controllers a sense of the dire emergency Such phrases are required in such cases After missing its first approach into John F Kennedy International Airport the plane's captain Laureano Cariedes said to First Officer Mauricio Klotz at 9:24 pm "Tell them we are in emergency" Klotz then told the tower "We'll try once again We're running out of He did not say the word "emergency" as the captain had ordered Seconds later the captain said to Klotz "Advise him we are emergen- cy" Then "Did you tell him?" "Yes sir I already advised him" At 9:25 Owl Cariedes told Klotz "Advise him we don't have fuel" Klotz to the tower: "Climb and maintain 3000 and ah we're running out of fuel sir" About 20 seconds later the captain said to Klotz "Did you already advise that we don't have fuel?"
