Show 4B The Salt Lake Tribune Let Notices Wednesday July 19 1989 Council Developer Negotiate Look of Center receive OKs from the Planning and Zoning By Russell Weeks Tribune Staff Writer Salt Lake City officials and the developer of a proposed shopping center agreed Tuesday to negotiate how the development will look That was the essence of motions adopted by the City Council after the second public hearing in a week on Clark Financial Corp's plan to turn an area between Highland Drive (1100 East) 1300 East Simpson Avenue (2235 South) and Interstate 80 into a shopping center anchored by a ShopKo discount department store The council unanimously voted to close three streets and several alleys on the site of the proposed project instead of vacating the public property It also unanimously approved a list of proposed public improvements to the area that Clark Financial can do instead of paying the city cash for land If the council had voted to vacate the streets and alleys Clark Financial would have received the land for free By voting to close streets and alleys the city and the company can negotiate a price for the land The council's decision moved Clark Financial closer to begin clearing land for the project by Sept 1 Company project manager James McGuire said that left the firm on track to complete the development on time for the ShopKo store to open for business next year The decision also moved consideration for much of the project back over to Mayor Palmer DePaulls' administration because the executive branch of government has the authority to set a value on the streets and alleys the council voted to close In addition the proposed project will be a planned-uni- t development a term which means the project will be developed as a single project instead of in
