Show 2B The Salt Lake Tribune Thursday May 12 1988 By Russell Weeks Tribune Staff Writer Two police programs targeted for elimination in Mayor Palmer DePaulis' proposed budget for the 1989 fiscal year should be funded not cut according to a City Coun- staff report The report recommends that the council should establish separate line items to fund the Crime Analysis Unit and the crime prevention program if the mayor holds to cil his budget proposals The report prepared by council budget analyst Cam Caldwell will be delivered Thursday at the council's committee of the whole meeting which starts at 5 pm in Suite 300 at City Hall 324 S State St The report contained no specifics on how much it would cost to fund the programs or where the money would come from but said the figures will be presented Thursday Discussion of the proposals is the only item on the meeting agenda Mayor DePaulis recommended last week that the Crime Analysis Unit and the crime prevention program be eliminated from the police department's budget The moves would respectively save $69400 and $190000 in the proposed budget The $20 million police department budget makes up about 25 percent of expenditures in the $803 million general fund the mayor recommended for fiscal year 1989 Citing a 1936 independent audit of the police departCrime Analysis ment the report said the Unit should be retained and possibly expanded The unit tracks crime patterns in the city and information on career criminals among other services Its proposed elimination has dismayed some officers and detectives on the city police force and other law enforcement agencies The council report quoted the 1986 audit as saying the unit should be expanded to include more people who four-memb- William John Fast-talkin- g Clark — serving 0 to 5 years for running a television advertising scam in the Salt Lake area — said it has been "a long painful process" but he has learned his lesson and "finally matured" "I guess 57 is as good an age as any to mature" said board member Paul Boyden but he added: "Talk is cheap — what we do here is based on actions" Clark solicited money from Salt Lake businesses last year promising them television promotions He then paid for television time with checks from closed accounts and left town Clark has a history of adult arrests including fraud and larceny that date to 1949 He has served prison time in Colorado and was on probation from Texas courts while defrauding people in Utah He has used at least nine differ Boyden said Clark reported that his prison progress includes taking a class and teaching a class to young prison offenders He gave board members a large stack of documents and letters to peruse and said he has sent letters to all his "creditors to find out how much they are owed" he "I want to satisfy every dime" Clark said "It's a moral obligation and a very important one I can't live with myself when people get hurt" Board Chairwoman Victoria Palacios told Clark sexual harassment suit secretary Shauna Clark filed against former Salt Lake County Attorney Ted Cannon to aid in a Utah State Bar investigation But while the Bar is investigating possible ethical violations by Cannon it is not that investigation the depositions are intended to help They will be released by Magistrate Ronald Boyce to aide in State Bar inquiries about the conduct of Deputy Salt Lake County Attorney Howard Lemcke during the litigation of the lawsuit between the county and Ms Clark now-settle- here" "It's not a spiel" Clark protested "I've come to the realization that there is no satisfaction in getting away with things and breaking the law "It's no miracle cure but I'm sincere when I say I'm not going to commit any more crime I'm just not going to do it" Clark will be that County Attorney David Yocom be disqualified as an attorney for the county In the case and notifying the court that Ms Clark would call Mr Yocom as a witness Information filed with the motion claimed inappropriate conduct by the County Attorney's Office alleging Mr Lemcke approached Ms' Clark still a secretary in the office about possibly settling the case without going through her attorney Mr Gill Mr Gill intended to call Mr Yocom as a witness in his attempt to tl M 82 M M 43 44 M 77 M 44 72 88 62 68 prove that allegation But since the motion was filed Ms Clark settled her claims against the county for $68000 including attorney's fees and court costs But the State Bar now has made inquiries into the ethical conduct of Mr Lemcke because of the alleged contact he made with Ms Clark his secretary about the pending litiga- tion Edward K Brass who is representing Mr Lemcke asked Magistrate Boyce to unseal depositions given during the federal lawsuit by Mr Lemcke Mr Yocom and Ms Clark so the Bar can have a full accounting of the statements that were made administratively by Army Secretary John O Marsh rather than legislatively by an act of Congress who Rep Wayne Owens opposes the proposed laboratory said that he welcomes Rep Hansen's announcement but will push ahead with his own legislation to create a citizens' oversight panel That panel would oversee the Pentagon's entire program to develop defenses against a biological attack The United States conducts only defensive research allowed under the 1972 treaty barring the use of biological weapons But critics contend the line between offensive and defensive research is blurred because of the need to protect one's own troops before using biological weapons "The panel envisioned by Wayne is broader in scope and to get Congressional approval would have to be more than Dugway specific" said Art Kingdom a spokesman for Rep Owens Rep Owens announced his intention to sponsor the measure not yet introduced at a congressional hearing on the germ lab on May 3 Secretary Owen denied that the citizens' panel is an effort to preempt Rep Owens' measure "We're not trying to head off legislation" he fron his activities as county attorney before he left office in late 1986 Cannon spent 25 days in the Summit County Jail as a result of the prosecutions against him would approve Rep Owens' measure "is almost nil "Wayne's entitled to do what he wants and I compliment him for that" Rep Hansen said "I just don't think it's the right approach" Rep Owens conceded his chances of getting the measure passed this year are not good While commending the governor for his plan to create a citizens' panel Rep Owens said that at first panel will glance an Army-create- d lack the necessary independence
