Longworth Chicago Tribune Writer BELGRADE The International Monetary Fund's annual meeting ended Friday with a plea to the United States to keep interest rates high to fight inflation. Mrs. Thatcher left for London Friday afternoon after agreeing to meet the Italian prime minister annually from now on. Britain at present contributes some $2 billion to the community budget despite being among the poorest members of the nine EEC states. During talks with Cossiga, she said she had reaffirmed Britains commitment to the EEC. I think we have been working more closely with Europe than our predecessors. But we shall not play a full role in Europe until the budget problem is solved, she said. Mrs. Thatcher expects a dramatic reduction of Britain's contribution. She wants a clear commitment in Dublin to find means of reducing the net budget deficit," said her spokesman after Fridays talks. Suggestion of Refund The prime minister suggested that if EEC budgetary structure could not be revised, the reduction could take the form of a refund. Italy has its own grievances over EEC budgeting, mainly over the Common Agricultural Policy, which accounts for 70 percent of community expenditure. Italy favors a switch away from farm price supports through a revised budgetary structure and increased support for poor regions. The spokesman said Mrs. Thatcher listened sympathetically to this view but emphasized Britains priorities.
