Scott M Matheson, Jay L Nelson, UTC president emeritus, and Dr. T H Bell, commissioner of higher education, joined a delegation of faculty, staff and student representatives in congratulating and pledging support to the college's third president. In his acceptance remarks. Dr. Cowgill praised the quality of the college and its faculty and staff, but he also pointed out areas he said were in need of improvement and new emphasis he hopes to bring to the school. He said the college has an excellent faculty and staff with more people than any institution has a right to expect People Skills Needed He said the college does a very, very good job of teaching people skills related to tilings and not a bad job of helping people with skills related to ideas," but that it needs to do a better mb in teaching people skills related to first-qualit- y tion full-tim- e. The commissioner said he felt it would be the best move and so did - I, the new chief said. The word interim gives people the impression they should hold off with important business until the Teal chief is in office. With the changes in the department, and all that needs to be done, we thought m remaining as permanent chief the best idea. Chief Barrett said he was very with his new job. He pleased praised Commissioner Salter, who he said has made moves which indicate hell be very good for the both fire department as a whole the medical as well as the firefighting aspect. The chief, during his two days with the county fire department, has i already implementing begun changes aimed at valleywide fire protection. One of the first things we intend to do, he said, will be to make the service for emergencies only. We plan to eliminate county ambulances being used for hospital transfers so we can county ambulance are for emergencies," he pointed out. And we intend to do everything in our power to cut first response time and thus improve service. Asked if this and other moves were aimed at consolidating fire departments within the valley, the chief responded, Absolutely. The first step to pave the way for consolidation will be the upgrading of the dispatch system," he said. He added he is looking into the possibility of computerizing the city and county departments, a move which he said will improve fire service throughout the valley. He said he has been working closely with his former boss, Salt Lake City Fire Chief Evan Baker, on such a system. But he emphasized that much of the work will be m vain unless he gets cooperation from the county's 11 municipalities. There's a lot to be done. Were just getting started, he declared. Regarding former Chief Paris, Chief Barrett said, 1 have a great deal of respect for him. He is more than welcome in this department. Dr. Cow'gill said, suggesting that the college may develop an entirely new type of library in which newly discovered technical skills could be preserved, perhaps on film At an inaugural dinner Wednesday night, Dr. Helmut Hofmann, president of Westminster College, also noted the college's challenge to combine the skill of "how to do things with knowledge of why to do things and the insight into the consequences of the combination." In a text prepared for the dinner, Dr Hofmann said "It is false hierarchy of values which proclaims that the head is better than the hand or that the teaching of philosophy is superior to to the teaching of respiration theory. Both must have their place in our lives, but the balance in our proud institutions of higher learnmg has dangerously swung in the direction of the theoretical subjects," Dr Hofmann said. Matheson said the Republican effort to eliminate property taxes on homes runs counter to the state constitution prohibiting the creation of a special tax classification, adding it would not provide immediate relief for persons who have already paid their taxes. He said his circuit breaker approach to tax relief is really the answer to get funds back to taxpayers. The telephone threats accompanied a planned protest by Iranian students at the building Wednesday morning.
