Show A JOINT RESOLUTION proposing an amendment amend-ment to Section 1 of Article XIV of the Constitution Con-stitution of the State of Utah in relation to the limit of the state indebtedness. Be it resolved by the legislature of the State of Utah: Two-thirds of all the members elected to each of the two houses concurring therein: Section 1. It is proposed to amend Section 1 of Article XIV of the Constitution of the State of i Utah so that the same will read as follows: j Sec. 1. To meet casual deficits or failures in re-j re-j venue, and for necessary expenditures for public purposes, including the erection of public build-I build-I ings. and for the payment of all Territorial in-I in-I debtedness assumed by the State, the State may I contract debts, not exceeding in the aggregate at ! any one time, an amount equal to one and one-half j per centum of the value of the taxable property of the State, as shown by the last assessment for j state purposes, previous to the incurring of such ; indebtedness. But the State shall never contract any indebtedness, except as in the next Section provided, in excess of such mount. and all mon-I mon-I ies arising from loans herein authorized, shall be ' appl ed solely to the purposes for which they were obtained. Sec, 2. The Secretary of State is directed to j cause this proposed amendment to be published ; as required by the Constitu tion and to be submit-! submit-! ted to the electors of theState at the next general election in the manner provided by law.
