' v r , " ' Economic growth improving sligWiy J The growth pace of the U.S. economy improved during the third quarter, but the 3.1 percent real (after inflation) annualized growth pace was slightly weaker than expected. The third quarter's 3.1 percent rate was up from the sluggish 13 percent second quarter pace. Growth in the current quarter is expected at a modest 23 percent rate. Some strengthening of the economy is expected in die first half of 2003. Weakness in job creation and continued anxiety in financial markets have raised the odds of further interest rate cuts by the Federal Reserve before yearend. The Fed cut its key shortterm interest rate, foe federal funds rate, 11 times last year. In contrast, foe Fed has made no change so fortius year. The federal funds rate, the overnight rate on excess funds between banks, and foe most important of all interest rates, is currently at a 41 -- year low of 1.75 percent The Fed could year-over-y- cut this rate to 1 30 percent or 1.25 percent prior to yearend. The Utah unemployment rate was 5.1 percent in October 2002, down from September's 5.3 percent rate. March's 5.9 percent rate was the highest since 1987. October's 5.1 percent rate compared to a jobless rate of 4.8 percent during October 2001,. Utah's unemployment rate averaged 4.4 percent in 2001. By comparison, foe 3.2 percent average during 2000 was one of foe lowest annual rates since the early 1950s. These rates compare to average Utah unemployment rates of 3.7 percent during 1999, 3.8 percent in 1998, and 3.1 percent during 1997. Total employment in Utah actually declined by 12,900 jobs (down 1.2 percent) in the past 12 months.
