Mr. Johnson has questioned $2,180,519 of costs which may not have been used in compliance with federal laws and regulations and may need to be returned to die Federal Government $140,301 of costs were questioned in the previous year. Even though, in theory, questioned costs should be paid back to the Federal Government, past experience indicates that the Federal Government often does not pursue or disallow many of die costs questioned. The report includes s detailed listing of disbursements for each of the federal programs. The report also presents 22 audit findings and recommendations related to die States compliance with federal laws and regulations and related internal controls. Three material weaknesses in internal controls over federal programs were reported because of problems noted during die audit Also, three of the 21 federal financial assistance programs audited-receive- d a qualified audit opinion because of compliance problems noted. Those programs, the Federal Foster Care program, die Child Care Development Fund program, and die Utah Communications Agency Network Grant program were administered by Utahs Department of Human Services, Department of Work force Services, and Department of Public Safety, respectively. BACKGROUND: Federal revenues are major source of funding for the State of Utah and are the States largest single revenue source. For die fiscal year ended June 30, 1 999, Utah received $1,921 billion in sales tax, which are the second and third largest revenue sources. Also, die State participates in various loan programs, such as student loan programs, which are not included die above amounts. Both federal and state laws require die State to have an annual audit of all federal hinds expended to determine whether die funds were spent in accordance with federal laws and regulations. Any funds that were not spent in accordance with federal laws and regulations are questioned by die State Auditor. The Federal Government will work with each State agency and each college and university, where costs have been questioned, to determine if die costs need to be paid back. The Federal Government may also expand die audit of problem areas identified to increase die amount of disallowed costs if they choose. Federal audit standards . Feudal audit d standards require approach which focuses auditing effort on the largest federal programs and those programs with higher risk. The State Auditor audited 21 programs in fiscal year 1999. The programs audited made up approximately 62 of the federal finical assistance spent by the State of Utah. The hundreds of remaining programs received less audit coverage based on the auditors assessment that their risk of i risk-base- was lower.
