The Pledge, which commits politidans to a standard of ethical behavior, was distributed by the Association three weeks ago. The response has been great, said Mrs. Mackay . Out of 234 Pledges sent to politidans, 130 have responded thus far. All but two of the major political figures in the State have not only signed the Pledge, but have expressed their belief that it will help this years campaigns be positive and The two refusing to sign the Campaign Fairness Pledge are Governor Scott Matheson and Salt Lake Mayor Ted Wilson. I really believe they did not understand what we were hoping to do, said Mrs. Mackay. They both daim that they dont need a Pledge to encourage them to be ethical. This is disappointing because I am sure that all of the political leaders who support this Pledge are equally confident of their own characters ; but past campaigns have proven that otherwise good men and women, when pressured by dose political races, resort to tactics that would ordinarily be shunned. The purpose of this Pledge," continued Mackay, is first to remind candidates and other politidans that the public wants fair and ethical campaigns and what these terms mean. The second purpose is to provide the public with a standard by which political behavior can be measured. Followed are a few of the comments sent in with the signed pledges and a list of whom the pledge was sent and their responses. Francis Farley: Congratulations on your effort to insure fair campaign practices. I am happy to sign your pledge and I do bdieve that your asking all candidates to do so will be a good influence on all campaigns. Ted Cannon: Your Organization is to be congratulated for the many fine things it does for the community, not the least of which is trying to keep our political campaigning on a high level. It will be my pleasure not only to sign the pledge, but to abide by it in my forthcoming campaign for I Like father, like son. If that happy proverb holds true, a rising generation of young Americans are going to grow up reflecting not the virtues of mom and dad, but of the federal government. The warning is part of an important article on the governments impact on the family by Dr. Jonathan Kellerman, a California psychologist for Utah writing in Newsweek magazine. The article is must parents concerned with federal encroachment on the family. The trend of the last two decades toward more government intervention and control has carried with it a clear message to families: you are not competent to decide how to live your life we know better, Dr. Kellerman said. But as the government assumes traditional family roles, problems await the children raised by this new bureaucratic parent. The welfare system government as provider-i- s an example. The child who is nob exposed to role models who work, earn money, manage their finances and generally engage in fiscally responsible behavior is less likely to learn how to assume control over his own economic survival when be reaches adulthood Dr. Kellerman writes. "It is not surprising, then, to find that the pattern of dependency and helplessness fostered by welfare repeats itself generation after generation. Like father, like son. When the government assumes the role of provider, it also takes over the roles of teacher, trainer and transmitter of norms, skills and values, continues Dr. Kellerman. The hazards of that approach are obvious. Another threat government wields over family life is its fiscal irresponsibility, which has sent waves of inflation, high taxes and high interest rates crashing down on American families. As parents are forced to spend more time in the work force in order to achieve minimal standards of living, there is less time to spend in family activities, says Dr. Kellerman. And when Government attempts to fill its draining coffers through predatory taxation, it only makes matters worse. A number of efforts are being made to make matters better. One is the work of Congress and the White House to revitalize die American economy. Another is the Family Protection Act, which I that requires federal laws and regulations to be evaluated as to their potential impact or traditional family and parental roles. A third, pushed by the President and supported strongly by myself, seeks simply to keep the federal government in its proper role and out of tasks that others, like Moms and Dads, can more competently fill. - A study of state administrative services completed approximately a year ago by the Committee on Executive Reorganization pointed out some rather critical issues relative to the telecomof management munications in the state. The most important issue, according to the Committee, is the constitutional distinctions between the Executive Brandi of state government, Higher Education, and Public Education, and how they inter-relat- e in their utilization of telecommunication facilities. With such intricate relationships involved, it becomes vitally important there there be the proper organizational structure, if we are to achieve maximum effitiency, effectiveness, and accountability. As a result of its findings, the Committee proposes the following : 1. The establishment of a State Telecommunications Authority that would be responsible for planning, coordinating, facilitating, and ad- judicating telecommunications functions. The Democratic Party believes that the example taken by your Association to some how place the 1982 political rhetoric in perspective is a courageous task and we wish you ever success. They are as much responsible for misquotes, misrepresentations, and misinformation as are the candidates. D. Matheson: I have always subscribed to both the spirit and letter of the campaign practices that are lifted in the pledge that you are circulating among candidates and public officials. I will continue to do so based upon my own personal ethical standards that do not require ex parte supervision. David L. It has been my political philosophy to conduct my campaigns in the tradition of my personal and moral beliefs, and my past campaigns have demonstrated that commitment to professionalism and dignity ...I therefore must respectfully decline to sign your pledge. Creation of a User Committee composed of technical representatives from the three entities and the Executive Diredor who would work in harmony to foster greater understanding. coordination of plans, and the utilization of telecommunication fundions. 4. The creation of an entity within the Executive Branch of state government good about signing this pledge on behalf of my activities for other candidates during the 1982 campaign and for any subsequent campaign.
