If the proprosed constitutional amendment to revise the Utah tax article is approved by the voters at the 1982 general elections in November, Utah would have the beginnings of a classified property tax. This point was made by Utah Foundation, the private tax research organization, in a study released this week. Under a classified property tax, certain types of property (such as business property) are assessed and taxed at higher rates than are other property classes (such as residential property). The Foundation observes that this practice often has considerable political apjpeal, because of the large number of homeowners in relation to the number of owners of business. Although most states have a de facto classified property tax resulting from assessment inequities, only ten states, the District of Columbia, plus several counties inDlinois have formal provisions for property assessment classification. Minnesota has the nations oldest and most elaborate system of property classification, consisting of numerous classes and subclasses with assessment ratios ranging from 5 percent to 50 percent of market value. Time for school registration Dr. Darryl Thomas, principal of Magna Elementary School has announced registration for Elementary and kindergarten students at Magna Elementary. The registration is for new students in the area who did not attend Magna Elementary last year. The students may register from a.m. to 3 :30 p.m. Monday through Friday at the school. There are no expenses to register. The principal noted that school starts on August 30, and the sessions run from 9 :20 a.m. to 3 :50 each day. There will be no hot lunch served the first day of school, so be sure to bring your own. 8 :30 Handgun la w challenged The California Court of Appeals today granted a National Rifle Association legal request and ordered the dty of San Frandsco to prove that its newly passed handgun ban is not illegal. The court set September 22 for a hearing date. In W ashington, NRA offidals were jubilant over their first round vidory . Its a major step towards knocking out the ban. said J. A decision on the bans legality is expected prior to that time. The NRA brought suit against the ban July 19 on behalf of city residents George Soracco. Home ownership is a social objective that should be encouraged. d 2. For the most part, residences are not income producing properties. 3. Business usually is better able to pay the property tax than is the private homeowner. 4. In some cases, taxes paid by business may be passed on to owner-occupie- residents. Since many states already practice de facto classification, conclassifications stitutional merely legalizes what has been the actual practice. Opponents of classification, on the other hand, argue that the practice e has effects, which are detrimental to the very groups that it was designed to aid. They point out that discriminatory business taxps s inevitably reduce the community ability to raise the productivity of its economy. This results in a loss of jobs and a lower tax base to support governmental services. The long-ru- n effect of classification, therefore, could be higher, rather than lower taxes. Included among the specific charges against classification are the following: 1. It legislates discriminatory and inequitable taxation, destroying the fundamental theory of taxation based on the ownership of wealth. 2. It has a bad effect on economic development by driving existing businesses from the community and discouraging new ones from entering. 3. It makes the property tax parto political ticularly vulnerable bargaining by increasing the number of groups seeking special tax treatment. 4. It provides special tax reductions from some who may not need them taxes for some while raising businesses which have difficulty in meeting the present tax load. 5. It separates the vast majority of the electorage from awareness of the property tax burden and lessens public opposition to wasteful expenditure programs. 6. It increases the tax burden to business which eventually must be passed on to the consumer. 7. Ife makes administration of the property tax more difficult, and costly. Several years ago the commissioner charged with administering Minnesotas elaborate property classif icat ion system reported : I would like to sum up by saying that I have observed in respect to the classified property tax system that it cannot work equitably: that it has no effective brake on it ; and that it leads to changes in the property tax law which are inspired by politics rather than economics. Scotty and Holly Holfaltz Brother - sister honored We at the Magna Times are proud to honor two young people here in the area that have made outstanding accomplishments in the past year. Scotty and Holly Holfeltz have both gone the extra mile in school and community affairs. Holly was recently honored at Lake Ridge Elementary for perfect attendance from kindergarten through 6th grade. She just graduated from Lake Ridge this past Mav. Scott Holfeltz. Hollys brother, also received a perfect attendance when he was a student at Lake Ridge. His was also for kindergarten through 6th grades. Both enjoy school very much and have above average grades. Both kids swim wit h the Pirate Swim Club. Scotty was recently made an Eagle Scout. He is a member ofTroop802,of the Lake Ridge 4th Ward. His scoutmaster is Clyde Robbins. He has earned 27 merit badges, his Faith in Flood of racers expected for hot rod competition Bonneville Raceway in Salt Lake City. Utah is preparing for the annual flood of racers for this years American Western Rod Association Hot Nationals. Over 600 racers from all over the United States are expected to compete for the $250,000.00 in cash and awards. This years entry list already includes most of the top names in the sport of drag racing. Big DaddyDon Garlits. Shirley Muldownev, Don Prudhomme. Tom McEwen, Jerry Ruth. Chris Karamesines, Frank Bradley. Tom Hovland, Dick LaHaie, John Abbott, and John Force are among the early entrants in Top Fuel and fuel Funny Car for this event. Drag racing remains the most popular form of auto racing. This is due to the quick paced action of drag racing as compared to other forms of auto racing. In drag racing, a new race every 15 begins approximately seconds. Wins are measured in hundreths of a second not by laps or minutes. Speeds reach a remarkable 250 mph over the short quarter mile of racing surface. Drag racings action is fast and furious like football where other forms of auto racing resemble a pitching duel in baseball, technically interesting but slightly boring. Western AHRA This years Nationals begin Friday, August 13, with the gates opening at 2 p.m. Saturday. August 14. the gates open at 12 noon. '' The Old Magna Library at 3041 South 8560 West has provided a much needed service for Magna residence. Not as a Library, but instead as home for the Magna Community Council. The Community Council and Community Action Program moved in the library in 1975, when our new library was built at Arbor Park Shopping Mall. The center is open Monday through Friday from 8:30 a.m. until 4:30 p.m. These are the hours for the Community Council to provide such services as Housing Referral, employment, utility aid, the assistant and weather proof programs for home repair for the low income families and WIC referral. The center also works closely with Job Service, and Granite Mental Health. Any government or state programs available to people are at the center. When you come to the center Beth Archibald and Yvone Marquez are there to help you. Beth is the secretary for the Community Council and Yvone is a Community Action employee. Ralph Brimly is president of the Community Council for the Magna area. Lois Brady is the R.N. Practitioner who does the y Clinic on Tuesday (by appointment) also the Immunization Clinic on Fridays (free to the public) and a Blood Pressure and Hypertension Clinic, from 3 p jn. until 4 p jn. on Fridays for a fee of $1. At the center on Thursday nights there are A.A. meetings. Beth told me how they have been very busy giving out government cheese with the food bank program. And Yvone told how the housing program for the Magna area is one of the best in the County. Cheerleading Clinic slated The Cyprus High Cheerleaders are sponsoring a cheerleading clinic from August 9 to August 20. It will be held at the CHS football field from 9 a.m. to and 11 a.m. Monday. Wednesday Friday. The cost is $8 per person. The kids who participate will be cheering at the Cyprus Blue and Gold game on August 21. Lee Bourne, M D has recently been elected Chief of Staff for Valley West Hospital, 1982-8Dr. Bourne succeeds David B. Isaac, M D. who served during 1981-8Dr. Bourne was born in Detroit, Michigan. He completed his medical education and internship at the University of Utah. He is currently a Family Practice physician at the Granger Medical Clinic.
