Separate Programs In analyzing Federal aid trends in education, the report brings out the fact that the redeiai government was engaged in a total of 298 sepal ate educational proschool grams during the 1949-5year. These 298 programs were administered by 38 diflcrent Federal departments and agencies. The report points out, however, that most of these Federal programs adopted in the past have had limited objectives and were not designed to support public education m general. Federal aid a c c o u n t e d for slightly moie than 6T of all school revenue in U'Uh dunug die 1953-5- 4 school jear, according to the Foundation report. Most of this Federal aid was distributed to those school districts that were affected by the loss of taxable wealth resulting from Fcdei-a- l ownership of property and by increased enrollments brought about by Federal defense activi0 ties. While Federal activities in the field of education have been extensive, direct responsibility tor general public education has remained with state and local governments, Utah Foundation concludes. All recent attempts to secure general Federal aid for the operation and, or construction of elementary and schools have failed. commisRecently a sion created by Congrt cs to study secondary intergovernmental relations recommended against any general program of Federal assistance to elementary and sccondory education.
