The only circumstance allowing the use offirearms against an animal is during an attack on livestock. It would seem that in these cases that definitely is not happening. Are the responsible shooters kids or misguided adults? In reviewing the incidents, it appears that the acts are random and not directed at pets that are bothering anyone. But even ifa dog or cat gets in your yard, there are much better methods to rectify the problem. Call animal control with the description of the offender and where it may live. . The Police Department asks everyone to be responsible neighbors, talk to your children concerning the use of firearms (which a BB gun is), and also be reminded that veterinarian bills may be attached to a criminal charge of cruelty to animals. Thank you. checkpoint May 29 On May 29, 2000, from 0 p.m. , the Utah Highway Patrol, with the assistance ofother state and local law enforcement agencies, will be conducting an Administrative Traffic Checkpoint on State Highway 89 at milepost 67. This is being done in compliance with the provisions of Section Utah Code 2-1- 77-23-1- Annotated. The purpose of this checkpoint is to promote a safe public environment for all persons using the state highways by checking for valid operator licenses, proper vehicle registrations , proof ofinsurance , impaired drivers and for other traffic safety and equipment violations. The fact that a defendant has been charged with a crime, does not mean he is guilty. The defendant is presumed innocent, until and unless proven guilty. Names will be withheld in some cases due to the sensitive nature of the crimes, or if the defendant is a juvenile. During the period from May 5th through the 1 1th, the Kanab City Police Department handled 17 cases, 44 incidents, issued four warnings and 13 citations. During the same period the Animal Control Officer handled three investigations, picked up two, issued six warnings, out three, and picked up one for burial. April 28 Criminal trespass. Arrest made from ongoing investigation reported on 4 2000 in past week's press release. Subject allegedly bought alcohol for three minors and then showed the minors adult acrear-ende- d cessed websites of pornographic nature. Criminal mischief. Vehicle received scratches to paint while possibly parked at local business. May 6 Accident. Joanna L. Owen, 22, Kanab. Driver cited with failure to yield right of way, which resulted in accident. Criminal mischief. Report of swimming pool at local motel being vandalized. Tables, chairs, buckets, and trash cans were thrown into. the pool. Theft. Suspect allegedly took a puppy that was found loose at City Park and took it home to Mesa, Arizona. Subject then called later to see if owner was found, which they were, but stated was not going to return dog. In the end, the dog was returned back to Kanab to owners- no charges filed. Criminal mischief. Local business sign received $150.00 in damage. May 7 Argument. Disagreement between two juveniles at place of employment. One subject started hitting objects instead of hitting other person, and was taken to hospital for exam. Accident. Wanda Crosby Jenkins, Kanab. Driver cited for failure to yield, which resulted in collision. May 8 Accident. Female juvenile, 16, Kanab. Driver cited with failure to yield, which resulted in an accident. Speeding It's serious business!! - Speeding continues to be a problem in residential areas. If you are one who drives faster than the posted speed (25 mph) on residential streets , think about the following three points. First, Utahs traffic safety engineers are smart. They have set the speed limit on roads in residential areas at 25 MPH for a good reason. Vehicles have stopping distances that are determined by speed, and these distances determine your response to an emergency. The following stopping distances came from the United States Department of Transportation Crash Test Engineering Office. These distances are for lightly loaded vehicles with perfect brakes when driven on perfect pavement and when there is no driver reaction time. 30 MPH: Passenger car-5- 7 feet; Sports utility vehicle-6- 5 feet; and Heavy pickup truck-7- 2 feet. 40MPH: Passenger car-9- 8 feet; feet; Sports utility vehicle-10- 8 and Heavy pickup truck-11- 9 feet. 50MPH: Passenger car-15- 0 feet; Sports utility vehicle-15- 9 feet; and Heavy pickup truck-18- 5 feet. If your vehicle is loaded, these distances almost double, and if you dont have perfect brakes, they almost double again. Moreover, your reaction time in an emergency will increase these stopping distances. The take home message is simple. If you are driving faster than about 25 MPH oh residential streets such as Powell or Kanab Creek you will not be able to stop ifthere is someone on the blind side of a hill. YOU WILL HIT HIM OR HER In short, if you are speeding on these streets, you are an accident waiting to happen. Second, think about how your neighbors feel. They are the ones that you are putting at risk when you are speeding. Would youlike it if your neighbors put you, your children, and your pets at risk? Nobody likes to be put at risk of being seriously injured or killed just because someone wanted to save a couple of minutes getting to town. For example, the time saved by driving 40 MPH father than 25 MPH from the corner of Kanab Creek to the stop fight in town via Powell is about 1.62 minutes. If you are rushing to work and you make $12.00 per hour, you will save about 32 cents by driving 40 MPH rather 25 MPH. Do you think your neighbors health or fife is worth less than a dollar? Finally, think about how you will feel ifyou are unlucky enough to be speeding and hit someone with the result being a serious injury or death. You wouldnt feel very good about yourself. Then there is the liability you will face if you speed and are unlucky enough to hit someone and seriously injure them or kill them. It could cost you and your family tremendously, both monetarily and mentally. And, you may not be able to drive again.
