We dont feel Kanab City is in a better position to obligate its citizens to a much greater risk than a professional private developer. If a lease was negotiated for a shorter term and the designation of the monument was changed through a court ruling, it is very unlikely the federal government would feel obligated beyond the first term and that would leave Kanab City residents to foot the bill for the next 15 to 20 years. We recognize the need for additional office space for Kanab City and the efficiencies of having all offices under one roof. We support the idea of remodeling the school and using that facility until we have answers to specific financial obligations and the current litigation. The Earth Celebration Committee would like to thank Boy Scout Troop 36 1 for their help in cleaning our adopted stretch of Highway 89 on October 30. Despite the many other events happening that day, the patrol turned out in force on a cold Saturday morning to help us clean a difficult section of highway. Our stretch includes a convenience store, the entrance to the dump and proximity to the Border Store, all of which cause an inordinate amount of trash for 1.6 miles. As membership participation has waned, these Boy Scouts have stepped in to fill the void. The boys and their leaders helped us on Earth Day, and volunteered to help us this fall as well. I'd like to thank these individuals by name: Leaders Paul Chapman and Lex Chamberlain, brought up or presented at the public meetings, so we wont belabor the issue. We appreciate the effort of Kanab City to hold informative meetings and to ask for public input and the process that has taken place so far. We appreciate our daily interaction and the work you do for our community and the commitment you have to represent the best interests of the citizens of Kanab. With your leadership, the PFUSA can be a great resource and help to you in shaping our future. This is something I can relate to and projects of this nature are not unfamiliar tome. Therefore, I would like to convey to you what I would consider as a private investor in a similar situation. The facility is for all practical purposes a single purpose facility. A single purpose facility is built to fit the needs of a specific tenant. When the original tenant leaves the facility it usually requires extensive and costly renovations to accommodate a new tenant or tenants. In our town we may or may not be able to rent the facility even with extensive renovations, because there may not be a demand or need for such space. In fact there is no way to know if all or part of the facility can be leased or utilized when the BLM vacates the facility. I have been a permanent resident ofKane County for six years now, and I am a graduate of Kanab High School. I appreciate all of the effort you have put into our city planning. However, I strongly feel that the Grand Staircase Escalante Monument was wrongfully and unlawfully placed in our county. Therefore, I cannot bringmyself to feel right about our city being involved in building a headquarters for this Monument. I am hearing that a Monument headquarters is going to bring in a lot of new jobs and help our tourist industry out. This may be true, but the Monument building will be made available with or without our help, and we will get the benefits either way. As far as getting a free city office building, I dont believe anything is free. In my opinion, with all of the lies and deception of this Monument, our helping build office space just makes us look as if we agree with the creation of it! I dont want our city to be a part of this! We should not be obligated to the BLM and we should not be a part of building the Monument headquarters. There is too much risk and a 6 million dollar liability on our city. I am 28 years old now and could be a grandfather by the time this debt is paid and it would be impossible for our citizens to repay the debt in the event of default on the lease. I, as a resident, strongly object to being a part of this.
