In the last six years over 20 people have been Continued from Page 4 Culpepper killed by circus elephants who were brutally treated. In the summer, elephants are transported from one city to another in filthy containers that have no air conditioning and are poorly ventilated. They are kept chained in these trucksboxcars and walked infrequently. Their trainers often use cruel methods to handle them. On August 6th an eight year old baby elephant named Heather died under gruesome circumstances chained inside a truck with other animals in Albuquerque, NM. The temperature in the trailer was estimated to be 120 degrees. In 1995, Tyke, a circus elephant, went on a rampage in Hawaii, killing her trainer and injuring many people before she was shot. It took almost one hundred bullets to kill her in front of many children. Experts concur that she could no longer endure her life of endless brutality. We would ask the people of Kanab not to attend this circus. To do so could put your families in possible danger. You could also be contributing to behind the scenes cruelty to animals. Elephants should not be transported from town to town in substandard 'conditions, especially in the southwestern summer heat. We also ask that in the future the Kanab Fire Department not sponsor this circus or any circus which features animal acts. & Merriweather Circus is arriving in Kanab with their performing elephant for a show on August 27th. The fact is, people may not be aware of the difficulties surrounding performing elephants in circuses. In the last three years alone, 21 circus elephants have died of unnatural and pre 5 News BLM publishes final rule on formation of logical mining units SOUTHERN ITAH NEWS WEDNESDAY Opinion Letters b Florence Sincerely, L. The intent of the rule is to ensure the diligent development of federal coal leases. The rule responds to a 1994 General Accounting Office report, which recommended that the BLM amend its regulations to ensure that the agency not issue additional mineral leases to companies that are not meeting production requirements on their federal coal leases. The GAO also recommended that the BLM establish regulatory criteria to ensure that companies do not form LMUs for the purpose of avoidingdevelopment requirements. BLM Director Pat Shea said, This rule will allow coal operators to continue to form LMUs where their formation will promote the efficient, economic, and orderly development of coal resources. The rule will prevent the formation of LMUs that will not serve these purposes. The final rule: Limits leases that have not produced commercial quantities of coal within the first eight yerrs of their diligent development period from being included in an LMU. However, if a portion of the area covered by the proposed LMU is currently producing coal, or is covered by an administratively complete application for a SMCRA mining permit or by an approved SMCRA mining permit then the area can be included in an LMU.
