The proposed rale was first published on November 7, 1996, and the comment period was originally scheduled to expire January 6, 1997. On December 16, 1996, the BLM announced a first extension of the comment period. The notice announcing the second extension (to March 7, 1997) will be published in the Federal Register shortly.
