February 3 Trooper Whitaker arrested Robert Baldwin for alleged DUI, paraphernalia, no insurance, no registration, and open container. Bail was set at $2300. February 5 Trooper Whitaker arrested Josephine Laughter for alleged speeding and a suspended license. She also had warrants from Salt Lake and Kane County. Total bail was $912. February 7 Trooper Davis assisted the Sheriffs Department with the arrest ofary Young for a warrant out of Grantsville, Utah. taken into custody in Big Water andbail was set at$15, 000. February 9 Trooper Moore investigated a He-wa- s I rollover on SR 12. The driver was injured. Trooper Davis was called out for a possible one-ca-r rollover at 19. Later, Trooper Davis investigated an accident at milepost 25. Juanita Douglas, Bozeman, Montana, began to lose control of her vehicle due to mechanical problems and hit a guardrail. She was able to bring the car under control and to a stop. No injuries reported. one-ca- r Best excuse Trooper Davis stopped an individual from New York for doing 62 mph through Orderville. Whenthe man was informed that the speed limit was 35 mph, he stated: "I thought that it was a ghost town. I didnt know anybody lived there. Although Trooper Davis sympathized, he cited him anyway. Sheriff burning mad By Dixie Brunner Kane County Sheriff Lamont Smith is hot...about people burning. Smith said that residents must understand there are statutory rules pertaining to open burning in the State of Utah that are not regulated by the closed fire season. Kane County Fire Warden Earl Levanger said that unauthorized burning has posed a problem in this area. People need to contact the Kane County dispatch at 80 prior to any burning, said Smith. You will need to tell them the type of material you will be burning, the area where the burning will take place and the date and time the burning will start. When a person reports an unauthorized bum to the sheriffs dispatch, an officer and the nearest fire department is sent immediately to the sight. Smith and Levanger said that it isnt fair to call out volunteers who must leave their homes and jobs to man the firetrucks, only to find out that its a false call. Municipalities push for self-legislati- on Time short, legislation long for municipalities. Time maybe short forthe 1996 legislative session, but for Utahs municipalities, the race is far from over. With less than three weeks remaining in the session, time is winding down for Utah la wmak-er- s. However, local leaders still have plenty of work and worry ahead of them. Many bills impacting local governments remain undecided a fact that causes municipal officials to anticipate the last few weeks of the session. We are waiting anxiously to see what will happen at the state capitol during the last few Kanab mayor Viv weeks, Adams said. Undecided legislation includes a community economic development bill that would provide grant money to cities and towns in economically disadvantaged areas, a redevelopment bill that would dissolve redevelopment agencies, and a municipal financing options bill.
