Show SOUTHERN UTAH NEWS - Thursday, March 24, 1988 - Page Two ALL OF THIS SCRUTINY OF ABSURD-WUS PUBLIC OFFICIALS IS MAKE MONEY THE Power Titles Alton Coal Dear Editor, At the local breakfast for Gunn Congressional hopeful McKay, someone asked whether Congressional influence could be used to get the Alton coal project approved, suggesting the problem is the environmentalists". I think it is important to look at the facts to properly identify both the problem and solution. The Alton coal project has not been approved because Broken-Hil- l Proprietary-UtaInternational, Inc., has not submitted a complete mining plan to the Utah Department of Oil, Gas and Mining as required by Utah State mining regulations. Whole sections have been omitted (intentionally, according to UII), i.e., impacts. Information needed by Oil, Gas and Mining to assess the probable impact of mining and pumping water for the slurry on the Navajo Sandstone acquifer is also missing. BHP has a staff of qualified experts, experienced in planning coal mines, filing mine permit applications and in obtaining approvals. It is capable of completing the application any time it wants to. The need for a new power plant at the Harry Allen site is a long way off, probably after the year 2000, if at all. Maybe BHP is not in any hurry to have its coal mine permit approved. completion of the Anyway, mining plan by BHP will go a long way toward resolving the problem. I dont think the State of Utah wants Federal politicians telling them to forget the regulations in this case. I don't think local land owners and other residents want unregulated mining. (Permitting and compliance- monitoring assure reasonable mining practices and reclamation efforts). I dont think anybody wants polititians deciding when State laws are to be applied and when they are not. Mr. McKay understandably did not commit himself to meddling in the State's legal processes. Dear Editor, Wouldnt it be great if Kanab were known far and wide for its Fire Department? Mike Noteman and company all did excellent work on our chimney fire March 10. They exemplified quality leadership and teamwork, good communication with us and consideration for our property. Thanks, guys, for extinguishing what could have been a very volatile situation. The Greg Robinson Family Guest Editorial Dear Editor: Suggestion has been made in your newspapers forum that the cities of Kanab, Fredonia and Washington may not hold valid title to their electric power systems. Question is also raised about the title UP&L held to the systems prior to sale to the cities. The truth is that UP&L acquired, held and conveyed valid title. The Public Service Commission has of public record an Agreement of Purchase and Sale dated as of April 28, 1980, between CP National Corporation and Utah Power & Light Company. The Contract required that CP National deliver to UP&L such grant deeds, bills of sale, endorsements, assignments and other good and sufficient instruments of transfer, conveyance and assignment to vest in Buyer (UP&L title to the electric system, free and clear of all liens and encumbrances. . . Pursuant to this sale agreement, Warranty Deeds were recorded. The deeds for Kane County, Washington County and Iron Counties are recorded in those Recorders Offices. These documents are available for review at those offices. A Bill of Sale was given from CP National to UP&L for items other than real estate. Bills of Sale are not recorded. A release of all liens was recorded in each County as to the real property together with. . .the public utility distribution system of CP National Corporation. When the cities of Kanab, Fredonia and Washington bought their systems from UP&L, similar conveyances were executed. In the case of Kanab, Warranty Deeds were recorded as to the real estate, and all powe? line easements. These are recorded in the Kane County Recorders office. A release was recorded as to the public utility system of Utah Power & Light Company" in the City. A Bill of Sale as to everything other than real estate, and attached to the Bill of Sale was a list of the inventory of the system, independently verified by Kanab City Consulting Engineers, together with maps showing the locations of each transformer, meter and pole. This included serial numbers on all equipment! As to UP&L every item purchased, warranted that it had "and at all time has had, good and marketable title. . . Title insurance has been issued with respect to all real estate purchased, and Bond Companies have evaluated the soundness of Kanabs title in the process of financing the purchase. In light of the very clear evidence of legal ownership of the Systems by these respective Cities, any statements that title is not held by them and their citizens are not only false, but also irresponsible. Certainly, the important Chamber of Commerce, civic clubs, and churches would support the project. The booster clubs, doing so much for the students, would help. And there are many private individuals who would help. A third committee could discover a location for the indoor pool. There is probably no question but what the pool should be in Kanab. Kanab's population and its centrality make it a desirable candidate for the pools location. It could probably be built on available public land and WEt" WAY Awareness Fair Dear Editor, Thanks to all of you who made the Valley High School Awareness Fair last Saturday an overwhelming success! I would like to thank those who have been such a great help in bringing in sand for the sand traps. Our course is becoming a quality nine-hocourse and is getting attention state-wid- e for its playablity and the beauty of the area. They are appreciated. le Sincerely, Robert Houston ' Pool Not Pressing, But Desired by Forace Green Probably the most pressing need of this area (meaning the Valley, Kanab, Fredonia, and Moccasin) is an indoor swimming pool. Not only would it be an excellent public facility adding much to the attractiveness of the region, it would "be of great value to our schools, adding a very desirable sport and activity. The pool would also make possible for our Scouts to get their swimming skill awards and swimming and lifesaving merit badges without expensive trips to Cedar City or St. George or waiting for the summer months. There are enough government and public groups and private interest to make financing a swimming pool feasible. The two school districts, probably the most frequent users, would play an important part. All of the cities in E attached to a present city building. Because of the sizes of the communities and their distance: from Kanab, residents of Alton and Moccasin should not be expected to contribute as much as other local communities. But they will want to use thq indooF pool and should donate some. Others would be on the same basis. It is my sincere recommendation that the presidentsof the Boards of Education or superintendents of the two school s districts and the chairman , of the Kane County Commission take the initiative to appoint two or three committees to ' see what can be done. ; ? A year-rounswimming pool could be used by almost everyone. It is certain that all it will take to get the indoor pool for the local communities is to get at it. d The sun is the largest object within 25 trillion miles of galactic space of Earth. In Our Opinion . . . Sad At Demise of Southern Utah Pioneer Newspaper It was with a great deal of sadness a couple of weeks ago that we read of the demise of the Washington County News in St. George. This is the story of the end of an era, the end of one of the pioneer newspapers of southern Utah ... a sad end, we feel. Another sad incident took place some time ago when the Iron County Record, another pioneer newspaper of southern Utah, was forced to close its doors. Maybe thats progress ... we but view it as very sad. Publisher of the Washington County News, John M. Rogers, said in the final (March 8) issue of the newspaper. In years gone by when a reporter finished banging out a story on his old manual typewriter he would space down a couple of lines and type 30 to signify that he was through writing on meant there would that story. The old be no more. i Hie newspaper you how hold in your hands i for the Washington County News. in the The support from the advertising community that we enjoyed two years ago has eroded to the point that we can no longer publish the paper. The owners have exhausted all the available resources and the paper is closed The real tragedy here concerns the pioneer heritage of the newspaper that is now silent. We are a town again for the first time in many years. Im afraid that the excellence that competition has brought to the market will not last. You now have no choice and that is a very unhealthy state of affairs. . . Pertiaps we at the local newspaper are more sad than others, because we see the same problems here. We are experiencing the same lack of support and in order to make things pay we have diversified into a bookstore and office supply store, and now they, along with our printing operations are subsidizing the newspaper. We are not placing blame for our faltering situation on anyone. We are more to blame than we havent been as aggressive as we anyone then we have become spread so thin and should, that we have not been able to give proper attention to the. advertising end of things and there is not efficient commission from selling advertising to support a person full time. We have given serious thought to ending publication but would hate for this area, as well as St. George and Cedar City, to be without the hometown flavor of their own newspaper. Hopefully in the next couple of weeks we will have someone on the street (we will give it another try) drumming up advertising support for the local paper and when that happens we sincerely hope the business community will support it and derive the benefits from a good advertising effort. ... MBB ""' - paid Advertisement - Reflections of Gunn McKay While Visiting in Kanab It was good to be with you on St. Patricks Day. Every time I come down here I know why people dont want to leave. It sure is beautiful, a wonderful climate . . . and super people. When I began this campaign I said its time for us to LOOK TO THE FUTURE TO BUILD A BETTER LIFE FOR OUR CHILDREN. Kids need the best education we can give them, improved quality and increased resources. One of the great dreams of America has always been that our children would have a better life than you did. Is it going to really be that way? I think so if we can provide better education. New ideas, better ways to do things, thats the strength of this country and this state. We have to do two things. We have to improve the quality of education . . . and we have to have more money for the increased numbers of students. Yes, we need more teachers, better teachers, and better facilities. If we have brighter students our future is brighter. More than half of the graduates have to leave the state to find a job. I think we should do something about that. ... WE NEED MORE JOBS AND A SOUND ECONOMY The government cant do it all, and maybe its doing too much now. But weve got to do something, because . . . Im tired of the cow being fed in Utah and milked in New York. We are the fastest growing recreation area in the nation and it has to stay that way. So we have to be smart enough to figure a way to keep all the recreation, and keep the beauty, and get the small new businesses to come here to give our kids jobs. We do that with research. Lets find ways to call our own shots, rather than a lot of Easterners telling us what to do. I CALL THAT FREEDOM OF OPPORTUNITY. I will stay in touch with you, to get your message to other members of Congress. You will have more say about your destiny. It means that we take a close look at the Small Business Administration. As your Congressman, I want to get the Small Business Administration reorganized so the help goes to all the Small Businesses, not a lot of out of state banks. Our greatest asset in Utah is our people, the most efficient work force I know. Now we need the marketing help to tie the right kind of businesses with our beautiful Utah. We need to use new marketing technology to reach todays needs and tomorrows goals. ONE OF THE GREAT NEW THINGS HAPPENING IS THE GROWTH OF SOUTH-ER- N UTAH WITH MORERE-TIREE- S. More and more people are choosing Southern Utah to get away from the cold. And these are nice people. We need to take care of them, and ourselves too. The administration is taxing retirement checks now . . . including social security. After working all your life and paying into Social all the Security all those years money should come back to you, You paid 100 percent, taxes on the income when you earned it, and that includes paying social security tax. So that social security money has been taxed once ... non-taxe- d. already, and the govemmenthas had the funds to use for years. Lets not tax Social Security. Thats this country breaking its word to its citizens. Thats not the way the program was set up. Thats not the way they promised it to us. And so lets take care of the ageing. Lets setup some guarantees. . . . and not taxing social security is one of them. BREAKING THEIR WORD. More and more thats an increasing problem in government And thats why I want your vote. Its time you sent a message loud and clear . . . ITS TIME FOR THIS COUNTRY TO RETURN TO THE TRADITIONAL VALUES. This administration has had scandal after scandal. Too many high government officials have been indicted or convicted. There is no better example of government mistruth than the lies die government has fed us about radiation in Southern Utah. Those Nevada tests exposed people in Southern Utah to radiation fallout. The government finally admitted it. Its a court record. I want to see that you get federal funded compensation for victims. More importantly ... we must be absolutely sure that its not going to happen again. THE BEAUTY OF THIS AREA MUST REMAIN . . . AND THE JOBS MUST GROW . . . and the good life for your children must be there. Lets work together for a better Utah Lets stay with our traditional . . . val- ues.
