Show Kanabs Tax Load Less Than Average in State The overall property tax rate in Kanab this year totaled 73.54 mills ($73.54 per $1,000 assessed valuation), compared with an average of 75.21 mills in 71 major cities surveyed by Utah Foundation, the private tax research organization. The largest portion of the property tax goes for support of local schools. Following is a tabulation showing a breakdown of the 1985 property tax in Kanab compared with the average in the 71 estate values during this period. cities included in the survey: Foundation 1985 Property Tax Rate in Kanab: Purpose - Local Schools 40.43, Avg. 41.87; Municipal, 16.26, Avg. 13.72; County, 16.85, Avg. 16.04; Special District, 00, Avg. 4.58. According to the Foundation study, many Utah taxpayers experienced sharply higher property taxes this year. This higher tax burden was the result of (1) higher assessments placed on properties because of the Tax Commission factoring order issued earlier, and (2) higher mill rates imposed in many taxing jurisdictions. Of the 71 cities surveyed, the total tax rate rose in 48 cities and declined in 23 cities. Power Outage Is Explained Some people were late for work and school Tuesday morning this week after a power outage delayed our clocks nearly one hour in the wee hours of the morning. A transformer differential trip at Glen Canyon was the cause of the delay when a 345,000 volt transformer was lost. Power was through another smaller transformer. All of Garkanes southern system Despite the levy increases recorded in most Utah cities this year, overall property tax rates in 1985 still were well below what they were during 1970. The average overall levy in the 71 cities had declined about 15 during this period. In most instances, however, the lower tax rates were more than offset by assessment increases resulting from property revaluations and assessment adjustments. These assessment increases were a partial recognition of the inflation that has occurred in real 15-ye- was involved, including Page, Fredonia and Kanab. There may be another outage when it is decided whether to repair or replace the larger unit and a switch back is accomplished. out An analysis of the 29 counties reveals that the county levy was raised in 15 counties, reduced in 12 counties, and remained unchanged in two counties this year. Although some of the increases were substantial, the average county levy was boosted by about 5 in 1985. A total of 225 incorporated cities and towns are located in Utahs 29 counties. Of these municipalities, 101 increased their levies, 94 reduced their levies, and 30 made no change. Of the 40 Utah school districts, 19 increased their overall school levies, 20 reduced their levies, and one district made no net change. The report points out, however, that the 1985 Utah Legislature reduced the prescribed local levy for participation in the minimum school program 1885-19- THIS WEEK IS National School Lunch Week, October and has been observed In local schools with a theme of Salute to Freedom. School District Observes National Lunch Week Students in the Kane County schools will join with students throughout the nation in observing National School Lunch Week October 14 through October 18. This years theme is "Salute to Freedom. The theme will be carried out in poster contests, decorations in the serving areas and in other Freedom" related ideas. We know of no other country that offers the benefits of its agricultural Discusses New Mail Delivery, Elections & Busses Representatives from the United States Postal Service met with the Kanab City Council Tuesday, October 8, in the council's regular meeting. Craig May of the Management Sectional Center in Salt Lake City and local postmaster Theo McAllister received council approneeded to val for the install neighborhood delivery and collection boxes. Although a preliminary map has been done by the post office, actual sites will be subject to approval by the city. Things to be considered with each site include underground right-of-wa- y utilities, as each group of boxes will require a deep post, zoning and future development, and traffic Page patterns. link with major bus line services. Representatives from the Arizona Department of Commerce and Utah Department of Transportation stated that each state is willing to accept and have subsidies which can help the new bus service get underway. Much homework has yet to be done, according to Mayor Jenkins. Greater community involvement and participation is needed from towns and cities to be served. City and post office personnel will study locations for final recommendations for placement of the boxes. Final appointment of election judges for the municipal election on November 5 was approved. District One will have as judges Elda Henderson, Lori Franklin and Ella Crosby; District Two, Gail Brown, Mae Cram and Norma Hulet. Mayor Paul Jenkins attended a meeting concerning a proposal by residents Bob and Janet Skinner to start bus service between Flagstaff and St. George to Administrative and operational support are available from both stares, costs need to be studied carefully and pinpointed. Mayor Jenkins also received a report that the bridge crossing Kanab Creek to the Hale subdivision cannot be accepted on state inventory. It is now hoped that the bridge might be funded from state disaster relief monies. A few questions came out of the meeting to form a youth council. Council agreed that all Kanab High School students should be eligible, even those not living within the 4th Ward Stake Center p.m. 1 3rd Ward Stake Center 9 a.m. !2nd Ward South Chapel a.m. city. Mayor Jenkins will attend an assembly to kick off the program. And students will be elected at KHS and will come to the city offices and file to run, going through procedures as any regular city council candidate would. Councilman Denny Foscarini chided the other council members again about kicking in a few dollars to help from each department furnish the basement offices and meeting rooms at the library. Leading the list are window blinds, desks, chairs and file cabinets. Foscarini was asked to come up with a cost figure, perhaps obtaining some of the materials at surplus. The Soil Conservation District survey on the golf course is available at the city offices for study. Mayor Jenkins stated that the analysis was done on very precise equipment. Some areas show a very high clay content and may require extensive excavating for building. Seed bed preparation continues with more of the sage brush yet to be removed for best planting conditions. The airport master plan has at last been presented to council members for study and future meeting comments. Development of the fitness trail and other plans north of the city park have raised some concerns with some adjacent residents. They will meet with the Parks and Recreation Department at their next meeting to air their concerns. A request was received to burn the weeds around the firehouse at Kanab Creek Ranchos. One fire engine is housed there and it was humorously mentioned it would be sad to see it burn up. The new computer system at the city offices is being loaded" and should be in use by this time. 1 1 1 Halloween st Ward Parade South Chapel p.m. Kanab's First Annual Halloween is scheduled for the afternoon of October 31 at 4 p.m. Participants will assemble at Parry Lodge and travel west on Center Street to Washington Savings Bank in this Chamber of Commerce sponsored activity. Meeting times and place also changed for some as the Sixth Ward was formed providing that each LDS Chapel will now accommodate three wards. Kanab Wards of LDS Church Now Number Six Another split was accomplished in the Kanab Wards of the Church of Saints Jesus Christ of Latter-dathis past weekend. This brings the total in Kanab to six wards. Two new bishoprics were formed, with new counselors needed in two others. Kanab Creek Ranchos is now a ward in itself with Leo Weber as Bishop and Ervin Crowther and Keith Church as counselors. The y new Kanab Sixth Ward as bishop, Marlin Brown, with Jim Rasmussen and Terril Honey counselors. Both the Second and Fifth Wards lost bishopric counselors. New counselor in Kanab Fifth is Clint Soderquist, Second Ward has not been named yet. Involved in re mapping for the new ward were the First, Second, Third and Fifth wards. Kanab Fourth was unaffected. See map for the new boundaries. Also in the Stake, Kenneth Heaton was called as a Bishopric Counselor in the Kaibab Ward at the end of September with the release of Ron Johnson, who is now their Scoutmaster. Meeting place for Kanab Third, Fourth and Fifth wards is the Stake Individual entries' costumes will be judged with a $50 prize for the best. Students are served at the Valley and Kanab Elementary Schools, at the Kanab Middle School (a transport school) and they will soon be served at the Kanab High School cafeteria which is nearing completion. The American School Food Service Association has put together four regional menus to be used in different areas of the U.S. However, because they all have appealing qualities, we will use all four during the week. The menus are Western chili, Midwestern hamburger, Southern style chicken and Eastern turkey sandwich. Weve added a Northern deep sea fish. We expect activities. a fun week of C of C Supports Candidates Night Thursday, Oct. 24 by Debbie Judd The Chamber of Commerce supports the "Meet the Candidates' Night sponsored by the Kanab Womens Civic Club to be held October 24. Therefore, the regular general meeting will be waived and all members are encouraged to attend the Candidates Night. What is the Chamber of Commerce that we support our political system so strongly? It is a group, formed in each economic area across the nation, of men and women who believe in the democratic process. These Chambers work for change and betterment from within the system, working for positive action and community progress as defined by the needs of their communities. Our local Chamber is preparing for the methodical formation of the 1986 Chamber Board of Directors. Nominations of persons interested in filling a three-yea- r term on the board are now being accepted by Laurali Noteman, chairman of the nominating committee. Members can expect to receive a ballot the first week of November listing those persons recommended by the nominating committee for service. Ballots must be returned by November 15 for counting. The 1986 Board will be announced at the December general meeting. Drawing Contest At Hospital Kane County Hospital is sponsoring a Halloween Drawing Contest for elementary second, third and fourth grades. will be children Participating from all the area's schools, Fredonia, Kanab and Long Valley. Nine prizes will be awarded, one for each grade in each school. Pictures will be displayed at the hospital October 23 through October 31 for everyone to see. |
