The bulk of the money, about $450,000, is put into what is called another type of insurance policy that protects the bond holders m the event of insufficient funds. If the building takes longer to build and does not bring in the expected property taxes, that revenue shortfall would be made up by the debt service reserve fund. Assuming the funding comes in as planned, this money would not be touched and would be returned to the city. The important thing to note is that none of the money will come from the general taxpayer, Hardy said. Although the city will pay for these costs up front, the money will be paid back by the developer over the next 15 years through property taxes.
