Currently, the police department is responsible for 15 school crossings for several elementary schools and one junior high. Most of these are year round schools. Bush led 1 to adopt a General Plan for the city at council meeting Tuesday night. The council held a public hearing on the General Plan prior to an October council meeting, but decided to hold another public hearing Tuesday so more people could express their opinions on the plan. About 120 people attended Tuesdays public hearing. The General Plan is a document which outlines goals and guidelines for the city to follow in regard to housing, business, industry, agriculture, recreation, education, public buildings, open space, transportation. etc. During the last two hearings, residents have expressed concern about ambiguity of the language in the plan. Residents are particularly concerned about controlling residential development and providing open space. In regard to housing, the General Plan indicates that housing guidelines should allow zero to two west of units per acre with some higher density housing along the major streets. He commended the city staff, planning commission and various committees for all their work on the plan. Rees said he voted no because there is too much ambiguity in the language of the plan. The police department is prepared to employ anywhere from three to five substitute crossing guards that could fill in at any of its 15 locations. Arthur Johnson, Russell Horne and Reed Nelson voted to approve the plan. Johnson, who lost in this year's primary election for another term on the city council, recounted the hours of work already spent in formulating the General Plan. Johnson was also mayor of Kaysville for four years. He summarized the history of residential development in Kaysville during the past 20 years and concluded that growth pays its way through impact fees for parks, water, sewer and power.
