The Leaning Tower of Pizza gets Layton one more chance for beer license PD to make personnel changes BY TOM BUSSELBERG Clipper Today News Editor BY TOM BUSSELBERG Clipper Today News Editor LAYTON Maybe the third time will be the charm when it comes to the Leaning Tower of Pizza gaining a beer license from the Layton City Council. After lengthy discussion during a recent work meeting, the city council agreed to consider the issue in their Nov. 18 meeting if restaurant officials can come up with a plan to keep the beer out of the hands of minors. Joe Goott. owner of the new Taste of Utah food court adjacent to the Cineplex Odeon Theaters, asked the council to reconsider granting a beer license for the pizza parlor. It will be one of nine restaurants in the facility but would be the only one sening alcohol. The center is expected to open in about two weeks. It is anticipated that many of the patrons will be teenagers and younger children, going there either before or after a movie often dropped off by parents, rather than accompanied by an adult. Our intent is not to turn this into a beer pub.' Goott emphasized. saying the beer is intended as a way to keep up with the compe tition. He compared the way the beer sales would work to West Valley or the Delta Citys Center. The big issue is how to control consumption. We will not sell to underage or let it get out of hand. We will ID, etc. There will be e a manager on the premises. and porters (clearing tables) will be checking. We can assign specific seating so it will be at one end; maybe they (drinkers) can just go outside. I'm willing to control it to meet the concerns, he added. However, council members didn't appear satisfied with such talk. My concern is that people will mix, said Council member Stuart Adams, noting someone may buy beer at the pizza parlor and take it with them to the ice cream parlor, for example. I can foresee some real challenges having been in retail for many years, Council member Debra Ledkins said. It's not controlled, it's an open environment, hard to monitor, said Alex Jensen. City Manager Someone could leave a table and leave a pitcher (with some beer in it). Goott said the best way to control it would be to contain beer consumption to the center's west LAYTON Three part-tim- e records clerks and an additional fulltime dispatcher will be joining the ranks of the Layton Police Department, soon. City council members raised no opposition to the proposal by Police Chief Terry Keefe, who said the changes were needed to bring more efficiency to the department. There has been continual concern about the amount of ov ertime that was being paid as well as having to use a patrol officer to relieve dispatchers during the graveyard shift. The records division had two fulltime and three part-tim- e positions. He said about 84 hours have been accumulated regularly by the part-tim- e e clerks, but staff believed one difference. can handle the person side, furthest from the ice cream parlor. Jensen and Council member Brent Allen asked if some sort of controlled entry could be imposed. We can put up partitions, label it. A big part will be through enforcement. Goott responded. Police Chief Terry Keefe, very familiar with how the operates because he was police chief of that city, said most kids (at the are accompanied by adults. The theater is not necessarily that way. People may want Mexican (food), walk down to get beer at the pizza parlor. If you have a young man (porter) say you can't have beer, you could have some enforcement problems. It's going to have to be designated very specifically. I'm still concerned about the kids. Everyplace we have a problem (with alcohol consumption), except taverns or restaurants. If the council denied two (beer requests) at the mall in the past, there has to be a reason. City Attorney Garv Crane said. full-tim- We believe it is a very good trade- off and will be a net savings. Keefe said.
