The complicated plea bargain was disclosed during a 3rd District Court bearing in which Garcia-Miramontes entered his guilty plea. Prosecutors also revealed that Garcia-Miramontes was crazed on LSD when he sideswiped Lee Wayne Parker's car on Interstate 15, then shot and killed the man. According to the plea bargain, Garcia-Miramontes, 24, could have a chance at parole. But he likely will spend at least 45 years behind bars. Stott said the Parker family did not want Garcia-Miramontes to face execution for the 1997 killing. ANOTHER RESIGNATION ROCKS S.L.O.C.: Another staffer hired by former Salt Lake Organizing Committee chief Tom Welch is without a job. The Descret News reported yesterday that acting treasurer Dave Baugh apparently was forced to resign last week. Baugh, who'd worked for the organizing committee for nearly three years, declined to comment when reached at his Bountiful home. The signing of the agreement, a decade in the works, means the U.S. Fish and Wildlife Service will recall its petition seeking protected status for the Erog, which bas been pending since 1993.
