All classes (Elective or Core) that will help students attain their degree can be approved. ~~~ ~~ (J ~~~ UTAH DIGEST CEDAR CITY C OUNCIL VOTES REGULATION OF NON-EXISTENT SEX BUSINESSES: Cedar City Council members have unanimously approved strict new regulations for sexually oriented businesses - even though this southern Utah town currently has none. Councilman Kip Hansen said Wednesday night's vote will help, it's hoped, Cedar City avoid the kinds of problems other Utah cities have experienced in fighting sexually oriented businesses after they already exist. "This is a proactive.ordinance," Hansen said. " We want to have a policy on the books now as opposed to Band-Aid politics later." " We ain't messing with the First Amendment here," added Mayor Harold Shirley. "Nationwide studies show that there are detrimental effects to a community from these type of businesses.'' The mayor said the city cannot prohibit sex businesses oumght but it can place strict zoning and licensing requuements on operators. The ordinance limits sexually-oriented businesses to industrial and manufacturing zones. LEAVITT VETOES HOUSE BILL 414: Gov. Mike Leavitt has vetoed legislation that would have thrown the state government into the effons to overturn the creation of the Grand Staircase-Escalante National Monument. House Bill 414 would have spent $75,CXX) in state revenue for the litigation. Separate suits challenging President Clinton's creation of the monument have been filed by the Utah Association of Counties and the School and Institutional Trust Lands Administration. In his veto m essage, Leavitt said the trust lands administration already has the money to pursue lawsuits that are in the interests of its beneficiaries. "lt is unnecessary to defend the interests of the state and would benefit other plaintiffs in the suit," Leavitt said. ARTHUR BENNEIT ALSO WILL FACE CmLD PORNOGRAPHY CHARGES: A preliminary hearing has been scheduled for two new child pornography charges against a Hurricane man authorities say faked his death and who already faces trial on 11 counts of sexually abusmg three girls. Two charges of sexual exploitation of a minor were added March 16, the day Arthur Bennett, 44, would have st0od trial. The trial was continued because a Jury could not be seated from a pool of 40.
