That's if Bill Clinton has the sense to make the appointment, and Powell has the guts to take it. Richard Nixon and George Bush-both experienced in world affairs-functioned as their own foreign ministers. Obviously, that is not true of Clinton. His stumbling start has not surprising. His one claim to military expertise during the campaign was that he had run the Arkansas National Guard. And his cabinet has not filled the vacuum. Secretary of State Warren Christopher sounds like a low-level deputy reading from a briefing book: all hesitant murkiness and excessive caution. By comparison, the president sounds like a pillar of decisiveness. Powell has the experience Clinton lacks, and the demeanor Christopher lacks. A recent Los Angeles Times poll reports that Powell has a favorable rating of 74 percent (16 points above Clinton) and a negative of only eight percent. Mother Teresa and Santa Claus have higher negatives. The problem is not just one of politics and public relations. Clinton could learn from Powell some important lessons about the military mission and culture. One reason the president mishandled the gays-in-the-military matter is that he misread the reaction his decision would provoke on the barracks level. As a m an who never served in the military, Clinton actually knows more homosexuals than he does soldiers. T hat kind of blindness, and bias, has to change. Powell can also connect Clinton to another institution he should get to know better : th e Republican Party . A major campaign promis e th e president never kept was to bring republicans into positions of power. Would Pow ell take the job? Right now h e is writing his memoirs, m aking high-priced speeches, and providing his family with a financial cushion they've never had. Once that goal is accomplished, he's made it clear that he would be eager to return to public life. Joining Team Clinton, of course, involves risks. It's not as if the White House staff has proven that they can hit bigleague pitching. But the country would benefit from the move. A top cabinet slot would be an obvious stepping stone for a presidential run, but many questions have to be answered before Powell's candidacy could be taken seriously. His poll numbers would surely drop once he starts taking positions, and making enemies. Still, there' s no doubt that Colin Powell would be a formidable political force. He is simply unique: a black man who appeals to conservatives and a soldier who appeals to liberals. First, however, he will be Secretary of State. Or should be.
