The independent thinker, as such, is neither rebellious nor defiant On occasion the individual may break rules or set themselves against custom, but these people are not piotestcrs" or even, basically nonconformists. These people will in fact conform if it is convenient or expedient to do so Hut they icscrve the right to make up their own mind and act accordingly The trait of independent thinking is evidenced in writing small "d's" and "ts" in any form and by shot they may be patterned in many ways. Should the small d" or "t" sten have a small loop, it means that the writer dislikes ci itieism but will go forward doing his own thing, if he or she feels right about the choice. The tall, looped small "d and t" formations indicate a need for acceptance and approval, and a strong dislike of criticism and a fear of it. Like everyone else the independent thinker has a desire for approval, but he or she is so constituted that his or her desire is satisfied, from within when personal standards are met. How much is too much - assessing your assessment By David Vanier If you are like most property owners in Weber County, you have just received your 1980 Notice of Assessed Valuation and are wavering between confusion and depression. What is assessed value? Does this mean higher taxes? Where did they get these figures? How do I know if they are right? . . . and on and on goes the conversation in your head until you throw the evening paper at the cat, not having a local elected official close at hand. In hopes of dispelling darkness, relieving high blood pressure and sparing the cat, I offer this brief discussion of the esoterics of assessed valuation. Determining assessed value is the first step in the annual property taxation cycle. It is the County Assessors responsibility to assess all taxable property in the county as it exists on January 1st each year. (If you build a home, and you have only completed the slab as of 1 January, you are only assessed for the slab even though you complete the home later that year). Assessed is Value calculated by multiplying the appraisal value by the assessment rate, currently 20 percent in Utah. The appraisal value is set by the Assessor based on standard appraisal techniques such as the Cost to Construct, Market Comparison, and the Income Approach, in the of case commercial ? property. If you do not agree with the decision rendered by the County Board, you have the l ight to appeal to the State Board of Equalization. Board of Equalization. You should also consider appealing if you have reason to believe that the value on your property is too high in comparison to values set on similar properties in your neighborhood. In either case, you should go to the Assessors Office and request to see the appraisal records on your property and any other properties with which you would like to make a comparison. This Is Public Information! Check for errors that may exist in the appraisal data such as the number of rooms, number of floors, and square footage of living area. Ask for an explanation of any descrepancies you find and of the differences in value between your property and similar properties. If you decide to appeal to Board of the County Equalization, you must do so between May 31st and June 20th.
