Policies and regulations need constant revision in the light of new knowledge. Unfortunately, owever, the necessity for these changes is often not appreciated and these actions are causing public distrust. No matter what tests are employed, we can never be entirely sure of the products effect on people until it is used by people. When a product is registered and considered safe for use it simply means that, at that point in time, the product is deemed to be reasonably safe for specified purposes after all known hazards have been carefully evaluated. In the long run, this would be good for the safety of man and animals. But is such a big step wise? Congress needs to recognize the tremendous burden it has put on the regulatory agencies already, and also the limited budgets provided to meet those responsibilities. It is necessary that the system for regulating agricultural and food chemicals be improved to better protect individuals, the public in general, and to be more equitable. Meanwhile, everyone must realize that the deliberate use of banned or chemicals cannot be tolerated.
