The dissertation by James K. Rogers, a student at Michigan State Univerdiscusses community sity, school legislation and implementation in Utah and also looks historicaly at the state to discover why it is a leader in community school development. Utah is the only state in the nation, according to Dr. Avard Rigby, Administrator of the Division of Adult Education, Utah State Board of Education, in which the community-school concept is administered on a state level with all district participants. The administrator of the program is Dr. Joseph Nielson. Other states which employ the community school concept have been administering it on the city ordistrictlevel. Since Utah administers its programs on the state level it is looked to as a model and leader in the field. As a result, other states are beginning to employ state community school ad- not ministrators. Moreover, he said it is through the community school that mankind can become the master of his own destiny. Rogers believes that the community school can be the center in which the pieces of society can have a rebirth of democratic ideals, social responsibility, and cultural development.
