About half of the potential development could be within Glen Canyon National Recreation Area. The remaining lands are administered by the Bureau of Land Management and the State of Utah. Liqtified bitumen is a tar -- like material that can be refined into a variety of hydrocarbon products, including petroleum and lubricants. In announcing the public meetings, the National Park Service and the Bureau of Land Management also invited public review and comment on a draft Environmental Impact Statement that discusses the proposal In depth. The statement examines five alternatives, allofthem based on a proposal by 15 oil and gas lessees to convert each lease to a combined hydrocarbon lease. If fully developed the properties could support extraction activity over a period of 100 years or more, as projected in their proposal. Morgan said today. The county became eligible under new legislation which provides that counties bordering on those which have been named eligible for disaster assistance are also eligible for such assistance. The legislation also extends to eight months the time allowed to file loan applications. For Beaver County farmers, this means the deadline for application is April or to get credit elsewhere, but who choose to apply for FmHA loans, the Interest rate is 13.75 percent. Farmers who think they are eligible may apply for assistance at the FmHA county office, 190 N. 100 East, Beaver, Utah, between 8:00 a.m. and 4:30 p.m. Morgan urged farmers to file their applications as early as possible to speed processing and check delivery. Morgan said farmers who suffered physical and production losses and are unable to get credit elsewhere, may apply for reduced -- Interest loans to cover up to 80 percent of their production losses up to $500,000. Specifically, UP&L Is asking for an $8.9 minion increase in the rates it charges to transmit power for the Western Area Power Administration, an energy marketing arm of the federal government.
