Show Page 4 Community Services Council To Identify Critical Needs A general meeting of the Community Services Council was held April 19 at the Jewish Community Center at which time members were informed of work being done to identify critical unmet needs within the community. The Planning Committee under Chairman Dr. Reed Richardson, U. of U., will not interfere with the work of other agencies, but rather will attempt to obtain the total picture of the needs qf the community. Agencies will then begin to plan for the delivery of serives which will be coordinated The first step, he said, will be to identify human needs, secondly, establish priorities, and then determine an objective approach or determine what is achievable. to the fullest extent, Dr. Chairman, Kenneth Richardson said. With the rapid INCH 'DIAGONAL growth of government programs and so many new agencies, many have not been evaluated. Various groups are interested in what these agencies are doing and if they are accomplishing what they were funded to do. Each agency should be prepared to state their goals in terms of outcomes, and have ways of measuring and communicating the results. "If the agencies will do this, they will be ready to meet an evaluation," said Dr. Castleton. Dr. Arbon Clark, assisting Dr. Richardson, spoke to the members stating that each agency must have a "story" or "picture" put together of what it is doing including those measurable aspects of the program. He explained briefly the Elkin and Vorwaller article on "Evaluating the Effectiveness of Social Services." The group then divided into 1 several discussion sessions concerning planning of evaluation. Results of these small group discussions were : The following specific objectives were identified by those who attended the social planning committee as human needs relating to these topics: 1. Minimize and try to eliminate racism by inclusion of minority groups on governing boards which have decision making authority and provide for participation by minority groups in all community activities. 2. Provide for better prepartion for marriage and family living. 3. Reduce institutional dependency by bringing back into society and not relying on the institutional approach those persons who have been placed in institutions for one reason or u (fft - i f : i 1$ another. 0 4. Make operative the awl pre-marit- counseling provisions al of our law. 5. and make more viable the family, and emphasize the significance and importance of family living. 6. Assist the physicaMy handicapped. 7. Provide environment a quality and oppose those things which degrade the environment. 8. Provide for an income maintenance program which is set at a level calculated to insure the maintenance of human dignity. The meeting was brought to a close after which the Community Services Council Board of Directors reassembled for a short meeting to discuss and vote on the issue of forming a pilot project to build houses for handicapped couples in Salt Lake City. contract will be formed between Community Services Council and the Salt Lake Code Enforcement Agency to build a house with reclaimed materials and with much of the work being done by volunteers. This program will not be a permanent undertaking of CSC but a trial to see if this can be done. If successful, future efforts A short-ter- will be turned over to a new non-profi- organization to t continue. project Hopefully, this pilot will accomplish three purposes: 1 .) Rebuild blighted areas of the city, 2.) build a community spirit through volunteering, and 3.) help people who cannot entirely help themselves.
