Mr. Coon reported that Granite School District now services 33 of the estimated 3 of the student population needing his variety of special help. The rest of such students get along the best they can or they drop out. Utah still is ahead of the 25 national average, although some other states have much higher service rates. EVENING attributes this to the fact that Wisconsin started Its program about 50 years ago. The program in Utah began about ten years ago. Texas also has an extensive program for retarded students. California has a state law requiring every school to have a class for retarded students but Mr. Coon feels this is not necessarily good. Schools are to provide the required classes regardless of availability of special teachers. Thus, class quality is not as high. "These youngsters, we feel, are able to achieve, he said. He explained that they can learn to read and write, even though they may not go as far in accomplishment. High school students can learn to read on a fifth, sixth or seventh grade level, and this is the level most periodicals are written on. Students do not take algebra and geometry, but they are drilled in detail in banking; wages, budgeting, accounting and everyday arithmetic. They are trained in manners, grooming and attitude. They study the vocabulary used to f out applications. They are taught fill to take directions and supervision and to get along with fellow Workers. They are taught that even though you dont like your fellow workers, you must get along with them. Fighting on the Job Is "Vorboten. Retarded students are taught many things a normal student acquires through vicarious living. But the students have to work hard. This Is not a watered down curriculum. It is a special curriculum. The newest stride in special education is toward a work oriented program. It previously was Illegal for Mr. Coon or other student personnel to seek employment tor the graduating students. Under a new law a rehabilitation counselor now works with students to find Jobs. As a result, during the first year of the program all but one or two of the 15 to 16 graduating students obtained employment. Not yet established, but in the Governor's report. Is a recommendation for post training facilities. The report recommends expanding Trade Tech School or establishing another facility. Twenty-sevunits for mental retardation existed last year. Mr. Coon hopes to expand the program to 35 units.
